Position Overview
Facility Management is the process of managing all resources in the maintenance, repair and operation of buildings and related systems and programs which typically include Plant Operations and Maintenance, Security, Housekeeping, Clinical Engineering, heating, ventilation and air-conditioning (HVAC) equipment, electrical systems that control the flow of both utility and self-generated emergency power and more visible systems such as elevators, grounds and lighting. Today’s health care facility manager is also responsible for ensuring an array of medical systems, such as medical gas distribution and sterilization equipment, is available for continuous service. The role of the Manager, Plant Operations focuses on the facility maintenance and operations of the facilities in the South Winnipeg Integrated area including VGH powerhouse. Assists the Director, Facilities Management, with the planning and co-ordination of the operation, maintenance and repair of all aspects of the physical infrastructure. Supervises subordinate trades such as (but not limited to): Electricians, Plumbers/Fitters, Power Engineers, Electronic Technicians, Carpenters, Industrial Mechanics, Painters, Maintenance and Trade Helpers, and Ground Keepers.
Experience
  • Five (5) years experience as a Power Engineer 2nd Class.
  • Five (5) years experience in the operation of a hospital power plant.
  • Experience in the supervision of Trade and Power Engineering staff in a union environment.
  • Experience in planning, maintenance, directing, controlling all aspects of Facilities management, including mechanical, electrical, architectural, fire and life safety of a large facility, preferably healthcare.
  • Experience in controlling and directing all aspects of a Preventative Maintenance Program.
  • Experience in working as part of a team in developing plans for short and long-term changes, additions and/or modifications to buildings and services.
Education (Degree/Diploma/Certificate)
  • A valid Manitoba or Inter-provincial 2nd Class Power Engineer Certificate.
  • Manitoba Journeyman Trade Certificate
  • A diploma from an accredited engineering technology program.
  • An equivalent combination of experience and education will be considered.
  • Additional Management Courses would be an asset.

Qualifications and Skills
  • Skills and abilities to oversee and control a computerized Preventative Maintenance Program.
  • Ability to evaluate necessary management information from Preventative Maintenance Program to ensure required maintenance routines and repairs have been carried out and when required to established standards.
  • Ability to interpret applicable legislation and apply regulations and directives.
  • Ability to train and develop employees.
  • Ability to communicate well orally, in writing and have good interpersonal skills.
  • Ability to understand technical language, manuals and blueprints.
  • Skilled with computers and computer programs related to Facility Management, word, excel, AutoCAD, Hippo, and other engineering software.
  • Skill and Ability to time manage work load
  • Demonstrated abilities to work within a team in establishing “best practices” within budgetary constraints.
  • Demonstrated knowledge of basic budget formulation and control.
  • Demonstrated leadership in fostering an open and respectful work environment.
  • Demonstrated independent and collaborative decision making skills.
  • Knowledge of computer systems and proficiency in the use of various current and related software applications, including computerized maintenance systems.
  • Experience in project management.
  • Knowledge of the safe and proper methods of operating/maintaining and repairing structural, mechanical, plumbing and electrical systems in a large facility.
  • Knowledge of applicable legislation and administration of Collective Agreements.
  • Knowledge of applications in the workplace such as; Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Hazardous Material Information System (WHMIS), Principles of Routine Practices (Universal Precautions) and other legislated acts.
  • Knowledge of Codes including the Manitoba Building Code, Manitoba Fire Code, NFPA Codes, ASME Codes and related CSA Codes and other legislated acts.
  • Knowledge of the vision, values, goals, and objectives of the Winnipeg Regional Health Authority and the facility.
  • The facility’s Mission Statement, Residents Bill of Rights and Code of Conduct.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
