Job Summary

Vancouver Coastal Health is looking for an Operations Director, Vancouver Community
Long Term Care, to join the team.

Reporting to the Executive Director, Clinical Operations for Vancouver Community of Care, the Operations Director in collaboration with designated Physician leaders, is accountable for the overall operational management of designated programs/services within Vancouver Community.

Provides senior operational oversight and strategic leadership for the Vancouver Community Long Term Care (LTC) portfolio, with responsibility for complex system coordination, partnership management, and project delivery across multiple LTC sites.

They establish the operational framework and infrastructure needed to support program/service delivery and plans, and allocates and manages all physical, human, and financial resources. A key focus of the role is to ensure that the strategic objectives and operational plans are carried out to provide efficient and effective delivery of health care services within a client centered environment.

They work as a team player with colleagues and co-workers in identifying service delivery models and processes to ensure seamless integration of services across acute care, community care and primary health care networks, that are focused from the ‘lens of the consumer’, support healthier lives and address the needs of the community, while maintaining system sustainability. They lead and coordinate major initiatives within the North portfolio, requiring sustained leadership, collaboration, partnership management and risk oversight. Providing leadership and direction to management/senior staff within the programs/services to ensure that priorities are addressed and the programs/services goals, in keeping with the vision, values and strategic direction of the organization, are achieved.

Additionally, the incumbent leads or participates in local/regional/provincial working groups/committees to plan new initiatives and provide guidance in the identification of emerging issues and opportunities and influence the development of long-term directions, priorities and strategic options to address their portfolio issues.

As an Operations Director, Vancouver Community Long Term Care with Vancouver Coastal Health you will:

  • Develop policies and strategies that ensure integrated and sustainable programs and services consistent with established priorities and the vision, values and strategic direction of Vancouver Community and VCHA.
  • Provide senior operational leadership for the Vancouver Community LTC portfolio across multiple sites.
  • Provide oversight and administration of service delivery contracts with external Long Term Care providers, including both for-profit and not-for-profit organizations; ensures contractual compliance, performance monitoring, fiscal accountability, quality oversight, risk mitigation, and alignment with Ministry requirements and VCH strategic priorities.
  • Lead and oversee complex cross-site initiatives.
  • Enable an operational framework for staffing and care delivery approaches through collaborative partnerships that support patient safety, best practices, improved patient access, and efficient flow of patients and clients across the care continuum.
  • Develop and successfully manage capital and operating budgets that complement strategic directions within existing fiscal constraints.
  • Provide overall leadership and direction for operational staff that supports the achievement of required outcomes and ensures adherence to accreditation, regulatory, professional, and safety standards.
  • Establish an effective workforce plan in collaboration with key partners and interest holders that ensures the ongoing availability of qualified and technically competent staff within the context of operational demands and environmental and resource constraints.
  • Ensure clear performance objectives and indicators are in place to assess the delivery of services within an interdisciplinary and multi-site environment.
  • Create a collaborative workplace environment that encourages employees to realize their maximum potential, fosters personal growth and promotes a sense of community, autonomy and decision-making at the point of care and service.
  • Foster strategic and working relationships with internal and external stakeholders that result in sharing of knowledge, monitoring of trends, identification of opportunities to promote innovation, exploration and partnerships for improvement, and ensuring consistent delivery of quality services throughout the organization.
  • Ensure compliance with legislation and safety standards to provide a healthy and safe environment for patients and staff.
  • All other duties as required.
Qualifications

Education & Experience

  • Master’s degree in an appropriate health or business-related discipline, with more than 10 years’ recent, related experience in a progressively more senior management/leadership role, including direct supervisory experience.
  • Current registration with relevant professional College/Association, if applicable.
  • Demonstrated commitment to on-going learning and professional development.

As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections.
