Description
Enabling Healthcare Across Networks of Central East (ENHANCE) Ontario (also referred to here as “EO”) is a not-for-profit corporate entity which will provide centralized IT services to its seven (7) member hospitals (Campbellford Memorial Hospital, Haliburton Highlands Health Services, Lakeridge health, Northumberland Hills Hospital, Peterborough Regional Health Centre, Ross Memorial Hospital, and Scarborough Health Network) to manage and operate a set of shared digital assets. This will enable its 7 member hospitals across 14 sites to deliver high quality and safe patient care using the shared Epic Clinical Information System (“CIS”) to over 1.5 million patients residing in both rural and urban communities located in the Central East region of Ontario.
Job Description:
The Director of Data Strategy and Analytics will report to the Chief Digital Officer and will be an integral part of the ENHANCE Ontario (EO) leadership team, working collaboratively with peer directors and providing direct leadership to team members. The director is accountable for providing leadership in the delivery of data strategy and analytics programs, services, or initiatives in support of overall Enhance Ontario (EO) Strategies and in support of the Member Hospitals. This individual will lead the transformation of data into actionable insights, ensuring that clinical, operational, and strategic business decisions are informed, efficient, and forward-looking. The successful candidate will possess a deep understanding of data science, analytics, and technology, combined with strong leadership skills to guide multidisciplinary teams toward achieving organizational goals.
Engaging with the Member Hospitals in Central East, the Director of Data Strategy and Analytics will foster strong relationships with hospital stakeholders and will work collaboratively with clinical and business leaders to maximize the value of data in our shared Epic Clinical Information System. They will actively participate in the governance structure and will assist in the identification and prioritization of new initiatives and opportunities to address operational challenges.
Duties & Responsibilities:
- Oversees the development and implementation of the data strategy and analytics function, including strategies, plans, methods, tools, and processes to identify and collect healthcare data from multiple sources to meet the overall strategic plans and priorities of ENHANCE Ontario
- Responsible for the functions of data engineering, data science and analytics, data governance, and bi reporting and dashboards
- As a member of the Enhance Ontario’s leadership team, contributes to the EO strategy and development of tactics; and provides leadership in the provision of data analysis and insights to support planning and decision making to deliver on the strategy
- Plans and manages the delivery of the data strategy and analytics function, ensuring consistency with overall performance measures, standards, and best practices and integration with overall EO direction
- Oversees the development and maintenance of robust data governance frameworks and policies to ensure reliability, data accuracy, privacy, and security.
- Provides data and advanced analytics expertise and advice to EO management and staff in response to issues and risks to achieving EO mandate, providing evidence-based recommendations for change
- Manages the workstream and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding, and productive working environment where personal and team accountability are key to meeting the mandate of EO
- Accountable for building a strong team, including hiring, orienting, and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters
- Works with the Chief Digital Officer in developing overall data strategy and analytics operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to the function and overall EO matters
- Leads the data/analytics and reporting teams in their day-to-day operations, supervising managers and team leads, setting and achieving performance goals
- Manages financial resources and ensures consistency in corporate requirements and approval processes for financial, human resources, information technology, operational and business planning functions
- Champions and leads critical change and a new collaborative, forward thinking culture within the department, and works with others to achieve this across the department
- Leads and/or participates on projects to represent the department’s interests in data strategy and analytics decision making
- Promotes and drives innovation and continuous improvement throughout the department and across EO related to programs, services, and initiatives
- Develops and manages relationships and consultation with stakeholders impacted by department programs, services, and initiatives to identify trends, issues, and needs
- Works in collaboration with colleagues with EO and across Member Hospitals
Requirements:
- Bachelors degree in Data Science, Computer Science, Statistics, Business or related field (required);
- MBA or Advanced degree in Data Science, Data Analytics, Health Information Management, preferred;
- Extensive experience in a health care setting (10+ years), preferably with at least 5 years in a leadership role;
- Epic Cogito certification is preferred;
- Experience with Microsoft Data Tools and Technology is an asset;
- Deep knowledge and experience with healthcare Data and IT systems and processes;
- Demonstrated experience leading data analytic system implementations and operations;
- Experience with effectively managing and integrating change in a healthcare setting;
- Excellent critical thinking, issue resolution, and problem solving skills and abilities;
- Experience managing Data Analytics teams and managing teams of 10+ people;
- Proven experience as a leader in a complex, multi-site or multi-organization environment;
- Good attendance record with capability of maintaining this same standard.
- Some travel is required to the ENHANCE Ontario Office (Scarborough) or to any of the Central East hospital sites;
