Our financial services client is seeking a Senior Program Manager to lead a large-scale Anti-Money Laundering (AML) Transaction Monitoring Application replacement initiative. (Remote, Canada; occasional travel for specified team meetings).


Overview:

The Program Manager will oversee the end-to-end delivery of a modern, enterprise-grade Transaction Monitoring Application aligned with evolving regulatory requirements. This includes leading multiple workstreams, managing vendors and internal teams, modernizing the data strategy underpinning the solution, and ensuring delivery within a complex environment of technology, business, regulatory, and third-party stakeholders. The initiative supports critical compliance obligations and long-term strategic business goals, requiring strong leadership, communication, and program governance capabilities.


Must-Haves:

  • 10+ years of IT project/program management, leading end-to-end delivery of complex initiatives.
  • Experience delivering large-scale solution implementations, ideally in AML, FinCrime, FI, or regulatory environments.
  • Proven vendor management experience with delivery accountability across internal and external teams.
  • Demonstrated ability to manage multi-stream programs with complex dependencies, governance, risks, and issues.
  • Experience in environments involving data integrations, reporting obligations, and complex data strategy uplift.
  • Strong budgeting, forecasting, and detailed program plan management experience.


Nice-to-Haves:

  • Experience with AML systems, Transaction Monitoring Applications, or FINTRAC-related solutions.
  • Background in change management and organizational readiness.
  • Experience mentoring junior PMs or project coordinators.
  • Relevant certifications (PMP, PgMP, Agile, etc.)


Responsibilities:

  • Collaborate with Technology, Business, and external partners to confirm the problems to be solved, expected outcomes, and program deliverables.
  • Establish the program approach; develop detailed resource estimates and integrated plans.
  • Assign work, monitor progress, and manage timelines, dependencies, and resource load balancing.
  • Provide full program governance: status reporting, budget and cost tracking, risk/issue management, and Steering Committee updates.
  • Lead communication across multiple teams to ensure clarity, alignment, and escalation management.
  • Maintain strong relationships with stakeholders, vendors, and consultants through the full delivery cycle.
  • Provide leadership to cross-functional teams; mentor team members where appropriate.
  • Manage vendor performance, contracts, and deliverables.
  • Identify cross-project risks and opportunities; coordinate with other PMs/ADLs as needed.
  • Support onboarding of team members and facilitate project ceremonies.
  • Report key metrics to senior leadership.
