Senior IT Project Manager to lead the development and implementation of Alberta’s Regulated iGaming AML Framework (JP00000828)
**This is an onsite role in Edmonton Alberta**
Must haves:
- Bachelor's degree, diploma or certificate in IT, Computer Science or related field of study.
- 5+ years' experience leading frequent (daily) face-to-face meetings with clients and technical teams.
- 5+ years' experience in a project management role.
- 5+ years' experience working as a Project Manager on a large complex custom software application development project (where the software is developed in house for that specific organization) in a public sector environment
A combination of the following experience is also required:
- Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate)
- 3+ years' experience developing and maintaining positive stakeholder relationships across the organization, including executive level.
- 3+ year's experience developing change management deliverables including Change Strategy and Plans, Training Strategy and Plans, Stakeholder Impact Assessments, Communication Strategy and Plans.
- 3+ years' experience leading complex (multi-stakeholder and multi-technology) projects.
- 3+ years' experience with written and verbal communications including specific experience in drafting strategic business and technical documentation.
- 3+ years experience working with MS Project tools
Overview:
With the passage of Bill 48, the iGaming Alberta Act, Alberta has established the legislative foundation for a competitive, innovative, and socially responsible iGaming market. Central to this framework is the creation of the Alberta iGaming Corporation (AiGC) - a new Crown corporation mandated to conduct, manage, and regulate the province’s private iGaming environment. As the designated Anti‑Money Laundering (AML) reporting entity to FINTRAC, AiGC must build a comprehensive AML and anti‑terrorist financing regime to ensure full compliance with federal and provincial regulatory requirements.
To enable this, AiGC requires a Senior Project Manager to work alongside the AML Special Advisor AiGC to lead on the development and implementation of its enterprise-wide AML program. This role is pivotal in shaping the compliance infrastructure that will underpin Alberta’s new regulated market.
The Senior Project Manager will be responsible for establishing the full project foundation - developing program charters, roadmaps, Gantt charts, business plans, and risk assessment frameworks - while driving the creation of policies, governance structures, documentation, and operational processes required for FINTRAC oversight. The position demands strong leadership in coordinating across jurisdictions, legal counsel, external consultants, iGaming operators, Government of Alberta representatives, and AiGC’s Special Advisor, AML.
Operating in a rapidly evolving and at times ambiguous environment, the Senior Project Manager will provide strategic direction and hands‑on execution to ensure AiGC’s AML program meets all legislative, regulatory, and operational expectations. Their work will directly support key activities such as preparing for FINTRAC examinations, developing governance mechanisms, drafting executive briefing materials, and shaping board‑level presentations on the AML framework. This role is essential to enabling AiGC to launch a compliant, secure, and trustworthy iGaming marketplace positioning Alberta as a leader in regulated digital gaming.
The successful candidate will have 5-10 years of senior project management experience, with the ability to quickly learn and apply knowledge of AML obligations, contractual and regulatory governance, and consumer protection. They will demonstrate strong leadership in building and guiding cross‑functional teams, managing complex stakeholder relationships including operators, regulators, and the public and navigating dynamic, start‑up, and evolving environments. This role offers a unique opportunity to help shape the integrity, accountability, and trust standards that will define Alberta’s regulated iGaming market for years to come.
