S.i. Systems municipal client is looking for a Senior IT Business Continuity and Disaster Recovery (BCDR) Specialist to facilitate, develop, and support the approval of a comprehensive IT BCDR Plan.

2.5 month contract, August 1st - October 15th. On demand as needed but pre-arranged schedule. Support to be provided during core business hours in PST. Local candidates for some onsite work.

This consultant will work closely with stakeholders to assess current-state readiness, identify and classify critical IT services, define recovery objectives (RTO/RPO), document recovery strategies, and establish governance, communication, testing, and maintenance processes.

• Assess current-state BCDR readiness and capture requirements
• Consolidate and analyze existing documentation to identify critical services, dependencies, and gaps
• Identify and classify critical IT systems and services, including defining recovery tiers and priorities
• Define and validate recovery objectives (RTO/RPO)
• Document recovery strategies and procedures for IT-managed services and infrastructure
• Establish governance, roles/responsibilities, escalation paths, and communication procedures
• Define testing scope and validate DR scenarios against agreed RTO/RPO targets
• Develop ongoing maintenance and testing processes for the BCDR plan
• Enhance recovery plans, inventories, supporting diagrams, and communication mechanisms
• Assess and plan for future data center development
• Design and execute DR testing exercises including tabletop simulations, technical recovery testing, and end-to-end restoration scenarios

• Experience within municipal, public-sector, or similarly complex enterprise environments preferred
• Hands-on experience designing and validating DR tests and exercises
• Strong documentation and stakeholder engagement capabilities

• Strong infrastructure knowledge across:
• Networking (routing/switching, SD-WAN)
• Active Directory
• DNS/DHCP/NTP
• Servers and virtualization
• Storage and backup/replication
• Monitoring tools
• Cloud recovery strategies (Azure preferred)
• Ability to define practical RTO/RPO targets and recovery strategies across hybrid environments

• CBCP (Certified Business Continuity Professional) OR
