Description
* Baccalaureate Degree in a health related field or suitable combination of education and experience relevant to the position
* A minimum of 2 years related supervisory experience in an unionized environment including recruitment, selection/hiring processes, orientation and training, and staff scheduling
* Prior experience in project management, preferred
* A minimum of three (3) years within the past five (5) years of relevant clinical experience in mental health
* Non- Violent Crisis Intervention Training Certification, preferred
* Province of Manitoba Class 5 Drivers License, and access to a personal vehicle to provide service within the Prairie Mountain Health
* An understanding and willingness to follow the Principles of Psychosocial Rehabilitation and Recovery Program
* Awareness of available resources in the designated area
* A commitment to client empowerment and health promotion including public education, advocacy and building community partnerships
* Demonstrated leadership and managerial ability
* Demonstrated written and oral communication skills
* Demonstrated experience in employee and labour relations
* Demonstrated experience in initiating changes and improvements, including skills in workplace re-engineering within a Continuous Quality Improvement (CQI) environment
* Ability to prioritize in a changing environment
* Sensitivity to the human and political dynamics of health care management
* Strong organizational, decision making and problem solving skills
* Demonstrated ability to develop Policy & Procedures

POSITION SUMMARY
The Mental Health Proctor Supervisor is accountable to the Manager, Residential and Community Support or Manager, Psychosocial Rehabilitation Mental Health Services and is responsible for the development, coordination, implementation, evaluation and operation of the Proctor Services within Prairie Mountain Health.
Including responsibility for financial and strategic planning, with ongoing monitoring and evaluation of service requests.
Proctor Services, as one of the range of services of the Community Mental Health Services Program, promotes and supports the well being of individuals experiencing mental illness. The vision of the program is for individuals to have the skills, supports and resources needed to succeed in a way that promotes recovery, self-determination and healthy participation in community life.
RESPONSIBILITIES:
Overview:
- Responsible for the safe administration and operation of Proctor Services throughout Prairie Mountain Health.
- Monitors appropriate financial, human resources, equipment and environmental issues of Proctor Services within Prairie Mountain Health.
- Oversees the development of policies and procedures related to Proctor Services.
- Instrumental in the planning and development of a sustainable program.
- Participates in portfolio/facility/regional team structure.
- Develops and maintains functional relationships with other departments/programs.
- Plans for continued professional development of staff and self.
- Promotes positive public relations.
- Operationalizes Prairie Mountain Health’s Vision, Mission and Values statements.
- Promotes the quality dimensions of access, safety, effectiveness and satisfaction in the provision of Prairie Mountain Health’s services.
- Recruits, orientates and supervises Mental Health Proctors and Scheduling Clerks.
- Builds additional community partnerships that facilitate resource development and advocacy.
- In consultation with the Managers and Community Mental Health Workers, works in the identification of human resource needs of Mental Health clients across a broad and diverse geographic region.
