Ledcor is seeking a skilled Community Engagement & Communications Lead to guide and deliver all community engagement, public communications, community benefits initiatives, and Indigenous relations obligations for the Bowmanville Project. Reporting to the Operations Manager, this role serves as the subject matter expert and team lead, ensuring all contractual commitments related to community engagement, communications, workforce, and Indigenous partnerships are fully understood and effectively implemented.

As the primary coordination point, you will work closely with project leadership, communications teams, construction and procurement groups, and Indigenous partners to support respectful, transparent, and proactive relationships with local communities, Indigenous groups, businesses, and stakeholders impacted by project activities.

In this role, you will play a critical part in anticipating potential community impacts, advising on mitigation strategies, and ensuring issues are addressed early and collaboratively. You will also lead the coordination, tracking, and reporting of community and Indigenous commitments, maintaining accurate documentation and ensuring alignment with all project requirements.

Essential Responsibilities:

  • Lead and coordinate community engagement activities in alignment with the Communication and Public Engagement Protocol, acting as a subject matter specialist and team lead who guides project teams on effective engagement practices
  • Prepare and maintain communications look-ahead schedules by coordinating with the construction team to identify major, medium, and minor construction impacts
  • Provide timely and accurate construction information to the client communications team to support public notifications, engagement materials, and stakeholder communications
  • Proactively interpret project activities and anticipate community concerns, guiding mitigation strategies and advising the team on appropriate responses and engagement approaches
  • Guide and support the coordination of public events, open houses, community pop-ups, site walks, liaison committee meetings, and stakeholder briefings.
  • Maintain detailed and accurate records of community communications, engagement activities, and outcomes to support reporting and compliance
  • Lead the implementation and monitoring of the Project Workforce Plan, acting as a subject matter specialist who interprets workforce commitments and guides project teams to ensure alignment with project requirements
  • Proactively coordinate and guide outreach activities and workforce development initiatives that support community participation and project workforce objectives
  • Guide engagement with local businesses, social enterprises, and community partners, proactively identifying opportunities to support participation and mitigate construction related impacts where possible
  • Support and guide the implementation of procurement strategies that promote participation from local businesses and community partners
  • Maintain detailed records and lead the preparation of quarterly community benefits and workforce reports, ensuring accurate tracking, documentation, and reporting of commitments
  • Support and guide the preparation of Indigenous‑related documents, reports, presentations, and communications by interpreting Indigenous participation commitments and advising project teams on reporting requirements, including Indigenous recruitment planning, spend reporting, and engagement activities
  • Proactively track and guide Indigenous employment, recruitment, and engagement initiatives to ensure alignment with project commitments and objectives
  • Lead and coordinate logistics for Indigenous site visits, monitoring activities, ceremonies, and special events, guiding internal teams on appropriate engagement practices
  • Maintain detailed records of Indigenous engagement activities, communications, and monitoring outcomes to support accurate tracking and reporting
  • Support and guide responses to audits, reviews, and information requests related to Indigenous and community obligations, ensuring documentation and reporting requirements are met

Qualifications:

  • High School Diploma or GED required; 2‑year College/Technical Diploma in Business Administration, Communications, or a related field preferred
  • Minimum 6 years of experience in business development, Indigenous relations, or a closely related field, with a demonstrated ability to develop and implement strategies that support operational and project goals
  • Proven track record in successfully managing complex client and stakeholder relationships, particularly within the context of Indigenous engagement and inclusion
  • Knowledge of community engagement and public consultation practices within large construction or infrastructure projects
  • Understanding of Indigenous relations principles, consultation processes, and reconciliation-focused engagement approaches
  • Familiarity with workforce development, community benefits, and local procurement strategies
  • Strong ability to interpret and support compliance with contractual, regulatory, and reporting requirements
  • Experience preparing engagement materials, reports, schedules, and presentations for internal and external stakeholders
  • Strong organizational and record-keeping skills with the ability to manage multiple priorities and deadlines
  • High level of professionalism, cultural awareness, and sensitivity when engaging with communities and Indigenous partners
  • Strong written and verbal communication skills, with the ability to translate technical construction information into clear, accessible messaging

Working Conditions:

  • This is a site based position in Whitby, ON

    Compensation

    $120,600.00 - $160,800.00

    This is the expected base pay range for this role. Individual base pay will be determined based on a variety of factors including experience, knowledge, skills, education and location.
