Salary range for the position is $106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you make an impact?

The Manager, Learning Development will provide organizational leadership in learning support, strategy, and design. Reporting to the Corporate Director, Organization and People Development, and working in partnership with the Manager, Leadership and Organization Development, and corporate and clinical leadership, the Manager is responsible for providing operational and strategic leadership for Interior Health’s Learning Strategy. Within the context of a rapidly evolving healthcare environment, the Manager fosters collaboration and integration across IH and provides leadership and support to programs to effectively address learning issues that cross program, portfolio, and geographic lines. The Manager oversees, strengthens, and enhances learning strategies within Interior Health through mechanisms that foster professional pride and advance a culture of innovative approaches to learning that promotes evidence-informed, quality education, and an alignment to the future of work.

What will you work on?

• Provides effective leadership, expert advice and problem solving for leadership professional development across IH including Human Resource (HR) policies, strategies and procedures that are aligned with evidence-informed, quality education and best practices that advance a culture of innovative learning aligned to the future of work.

• Enables strategic and operational planning within clinical programs and support services reflecting evidence-informed learning practices that support patient/client-focused care/services as well as anticipates and responds to shifts in services and changes in the healthcare system.

• Leads and facilitates the development of educational standards and practices aligned with IH strategic priorities.

• Provides advice and guidance on how to align learning practices and programs and learning and development systems with the overall human resources goals and objectives of the IH and joint ventures/provincial HA collaborative initiatives. Provides leadership in determining strategy and direction of the learning management system, future development of the learning management system (LMS) and functionality deployment; determines processes related to the development and offering of programs delivered on the learning management system.
• Provides strategic leadership and expert advice on learning issues and plays an integral role defining quality care processes and creating quality practice environments.

• Works closely with IH leaders responsible for clinical and support programs, quality, safety, planning, HR, Digital Health, Indigenous Partnerships, and others to achieve a coordinated, collaborative, and integrated approach to strategic learning initiatives that advance IH goals and objectives. Fosters an environment that reflects IH’s vision, purpose, and values.

• Supports the achievement of successful and sustainable large scale, organizational change through application of learning strategies. Identifies and ensures the expedited resolution to problems or barriers to enable successful transformation, including escalating issues where appropriate.

• Identifies emerging initiatives, trends, and industry best practices in learning.

• Makes recommendations on the development of learning management system and new functionality based on input from interested parties and provincial partners from HAs. Collaborates with external partners and leads joint ventures/provincial collaborative initiatives with respect to technology for learning and organization development. Promotes and advances the use of online learning technology solutions and course development at IH, and by collaborating and partnering with provincial health authorities and health service delivery agencies.

• Leads and facilitates the development of learning standards and the development and delivery of the organization’s learning program(s). Provides leadership to IH programmatic educators ensuring the alignment of their activities with IH and program-strategic goals and initiatives and learning best practices.

• Provides leadership in the development, implementation and maintenance of organizational policies and procedures to facilitate learning.

• Establishes and maintains effective relationships with internal and external contacts and partners. Represents IH in the learning communities on appropriate committees and advisory boards. Promotes collaborative relations among internal and external partners.

• Develops learning networks that enhance knowledge sharing.

• Reviews program strategic and operational plans and ensures the link with the overall strategic learning plan. Monitors performance trends and identifies and promotes improvement opportunities through innovation and partnership to ensure consistent delivery of quality professional practice and learning service throughout IH.

• Recruits, hires, supervises, and provides leadership to staff through coaching, guiding, and modeling key behaviours/strategies, encouraging dialogue, and providing guidance and advice to facilitate resolutions to work issues. Assists team members in defining shared and individual goals, meeting target dates, and ensuring alignment of team goals with customer needs. Fosters team spirit, trust, and mutual respect.

• Responsible for developing and recommending a budget; monitoring expenditures; variance analysis; and reporting, recommending, and implementing remedial action.

• Performs other duties as assigned or required.

Qualfications
Education, Training, and Experience
• Master’s degree in a Behavioural Sciences field, Leadership, Education, or a related discipline supplemented by a comprehensive understanding of current thinking related to learning, change and quality improvement.
• Seven (7) to ten (10) years of recent, related experience in a leadership role in Leadership, Learning, Education Development, or Organizational Development, preferably within a large complex health care system.
• Preference given to candidates who possess the above qualifications along with ICF designations, PROSCI or other change certifications, Cultural Intelligence certifications, Conflict Resolution certifications, Project Management designations, and Quality Improvement certifications.
• An equivalent combination of education, training and experience will be considered.
