Salary Range:
Salary range for the position is $106,026 to $154,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you create an impact?
In accordance with the established vision and values of the organization, the Manager, Indigenous Cultural Safety & Humility (Manager) is responsible and accountable for providing leadership to implement Indigenous-Specific Antiracism Education (ISAE) for the Interior Health Authority (IHA) and will be a key advisor regarding the ISAE framework strategy. This position drives the planning, development, implementation, and evaluation of appropriate ISAE for IHA; identifies and assesses learning needs; customizes implementation of ISAE initiatives; and develops tools and resources to create an antiracist, culturally safe, and equitable environment for Indigenous peoples accessing care, their families, and staff.
The Manager is an ambassador and advocate for Indigenous-specific antiracism education to promote an organizational culture of ISAE learning, leadership, and continuous development, and to advance a standard of excellence in ISAE education that serves staff, patients/families and the public. The Manager provides leadership to a team of educators to assure the provision of high-quality education that follows best practices in adult education, where it intersects with Indigenous pedagogies, in addition to creating an environment of internal motivation, lateral kindness and job satisfaction, leading to a committed and productive ISAE education team. The Manager supports the planning, coordination, implementation and evaluation of key ISAE framework initiatives to IHA Staff and is responsible for cultivating partnerships within IHA’s programs and services that meet staff where they are at in their learning journey.
What will you work on:
Program & Service Area
Supports the Corporate Director in leading the advancement of Indigenous-specific Antiracism Education (ISAE) for the Interior Health Authority (IHA) Indigenous Partnerships portfolio that aligns with Ministry of Health directives, IH Strategic Priorities, and internal and external accountabilities. This is achieved by:
• Informing the direction of a refreshed ISAE framework with an antiracism approach, encompassing an understanding of the harms experienced by Indigenous-specific racism and role of health determinants in shaping health inequities experienced by Indigenous as compared to non-Indigenous people.
• Informing the planning, development, delivery and evaluation of ISAE with leadership, physicians and staff in programs and services across IHA in alignment with IHA Purpose, Vision, and Values, as well as the In Plain Sight Report Recommendations.
• Supporting the Corporate Director, Indigenous Cultural Safety and Anti-Racism Education in key partner leadership tables, in coordination with the Corporate Director, Indigenous Health and Wellness and VP, Indigenous Partnerships, including the Partnership Accord Leadership Table, Partnership Accord Technical Table and Métis Nation-IH Leadership Table.
• Supporting the Corporate Director in the ongoing evaluation of ISAE learning initiatives as well as monitors and continuously improves performance.
• Supporting the Corporate Director and clinical leaders to translate ISAE offerings into practice by supporting the integration of ISAE into clinical practice guidelines, pathways, frameworks, policies, and standards in collaboration with clinical professionals and management.
• Supporting the Corporate Director in navigating complex work and political environments to define and determine Health Authority needs and services.
• Supporting the Corporate Director in maintaining knowledge of current trends in ISAE programs, adult education and health care by reviewing literature, attending relevant conferences/continuing education, participating on relevant internal and external working groups and committees, and liaising with Nation Representatives and members of professional associations and colleges in coordination with the Corporate Director and as appropriate.
Leadership
• Guides the development of IHA wide ISAE education policies, procedures, standards and performance measures.
• Leads the Educators in translating ISAE learning into practice by supporting the integration of Indigenous-specific antiracism education into clinical practice guidelines, pathways, frameworks, policies, and standards, in collaboration with clinical professionals and management.
• Provides leadership to the Educators and Educators’ administrative support through the following:
o Coaching, guiding and modeling IH values and ways of working together as articulated by the ICSH team charter.
o Encouraging open and respectful dialogue among team members and providing guidance and advice to facilitate resolutions to work issues.
o Assisting team members to define shared and individual goals, meet targets, and ensure alignment with Indigenous Cultural Safety & Humility team and Indigenous Partnerships portfolio strategic priorities and goals.
o Fostering lateral kindness, team spirit, trust, psychological safety, internal motivation, professional development, and mutual respect.
• Leads Educators in identifying and adopting educational approaches that focus on best practices in adult education, particularly where they intersect with Indigenous pedagogies.
• Promotes a spirit of inquiry, creativity, and innovation within the delivery of services with a quality improvement and change management approach.
• Ensures coordination and integration of ISAE strategies with other IH programs and identifies opportunities for enhancement that will improve service delivery to all IHA staff and senior leaders.
• Promotes IH vision, mission, values, and strategic direction.
Resource Management
• Ensures that resources are in place to support the development and delivery of high quality ISAE programs, offerings, and initiatives.
• Identifies material, space, oversight, and financial resources required for the delivery of ISAE within the assigned areas of responsibility.
• Provides critical input to budget development:
o Recommends resource allocation and budgetary adjustments
o Monitors expenditures and variance reports
o Ensures that resources are utilized effectively and efficiently to meet the needs of program delivery and IHA staff.
• Assumes overall responsibility for education and education administrative staff including recruitment, selection, departmental orientation, collective agreement administration, grievances, performance management, and termination as per IH policy.
• Evaluates, using mainstream and decolonial (e.g., community knowledge-centered) lenses, individual staff and team performance and fosters a climate of continuous learning and staff development by recommending staff development plans.
• Ensuring quality, evidence-based education practices and advocating for necessary resources to support these activities.
Relationship Building
• Builds and maintains effective working relationships with a wide variety of internal and external partners (e.g. First Nation and Métis partners, physicians, and Indigenous community agencies and organizations) that are critical to the development and delivery of ISAE programs within the assigned areas of responsibility.
• Leads and participates on various committees/working groups as required that are related to the delivery of the ISAE programs.
• Promotes positive interactions between staff and public.
Quality Improvement Evaluation/Risk Management
• Co-develops or provides statistics and information related to education, workload management, department activity, quality assurance, or clinical use, on a scheduled and/or as requested basis.
• Co-develops and monitors quality improvement initiatives for assigned areas and standardization with other IH communities/services as practical.
• Ensures a decolonial process for reviewing and responding to ISAE participant feedback.
• Identifies potential risks and applies decolonial mitigation strategies.
In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
Performs other related duties as assigned.

Qualfications
Education, Training, and Experience:
• A Master’s degree in a relevant field such as Education (Adult Education, Education Leadership, Education Administration), Organization Development, Health or Business Administration, Communications.
• Five (5) to seven (7) years of recent, related experience, including experience in Indigenous Health or engagement with First Nations, Metis and/or Inuit Nations, partner groups, experience in adult education, instructional design, curriculum development, instruction, Indigenous pedagogy and decolonized evaluation practices preferably in a health care environment or academia, including experience managing staff and education programs and services.
• Or an equivalent combination of education, training, and experience.
• A current BC Driver’s License.
