Profile Description: The Financial Analyst, in close collaboration with the Chief Financial Officer (CFO) and Provincial Manager, Financial Services (PMFS), takes a leadership role in the Agency's budget process, financial reporting process, financial system implementation and external audit process. The Financial Analyst will also assist the CFO/PMFS with reviewing internal controls, developing financial policies and providing financial advice to management and other staff. This position is responsible for the timely completion of assigned financial projects. Each of the Financial Analysts has a different emphasis in the tasks that they perform. Reporting to, and in collaboration with, PMFS, the Financial Analyst will be responsible for: Is responsible, in collaboration with the CFO/PMFS for the coordination and preparation of timely operating, capital, research, and trust fund budgets for the Agency, and assisting in the allocation of resources to carry out programs and activities. Is responsible, in collaboration with the CFO/PMFS, for the accurate and timely preparation and monitoring of the Agencys financial statements and financial performance measures. This includes variance analysis, forecasts and costing scenarios. Is responsible for budgeting, forecasting, monitoring and analysis of the drug portfolio, in collaboration with the Pharmacy department and CFO/PMFS, and utilizing processes and strategies that allow us to optimize our available drug dollars. Provides support in establishing and updating contracts within the drug portfolio. Is responsible for assisting in the external audit process, the preparation of the audited financial statements and related working papers, and liaising with the auditors. Is responsible, in collaboration with the CFO/PMFS, for designing and conducting internal audits on a regular basis and reporting the results to the CFO/PMFS. Makes recommendations to the CFO/PMFS for the improvement of the financial, administrative, operational and organizational affairs of the Agency. Is responsible for meeting some of the Agencys external regulatory and reporting requirements, including but not limited to, Stats Canada surveys, Ministry of Health reports and the annual CRA return for charitable organizations. Creates, implements and monitors processes that are required in our relationship with the Cancer Foundation of Saskatchewan. Assists in developing, reviewing, and implementing financial policies and procedures, ensuring they are consistent with organizational goals and objectives. Is responsible for project and fixed asset tracking and reporting. Completes short-term financial projects and reporting requests as assigned by the CFO/PMFS. Completes reconciliations as required. Is in contact with all Agency departments to discuss matters related to budget, audit, and financial reporting, and assists in providing financial support and advice to all levels of management and other staff. Establishes and maintains effective working relationships with Agency staff, SHA contacts, auditors, and government officials.
POSITION QUALIFICATIONS: CPA accounting designation, with 3-5 years related experience with emphasis on budgeting, financial reporting, analysis, auditing, and financial system implementation. Thorough knowledge of generally accepted accounting principles, financial analysis, financial statement preparation, budgeting and comprehensive and operational auditing methodologies. A combination of education and experience may be considered.

Familiarity with contracts, particularly drug product listing agreements is an asset.

Knowledge of culturally responsive care for First Nations and Métis people.
