Reporting to the Executive Vice President Clinical Operations and Chief Nursing Executive (EVP & CNE), and working in dyad partnership with the Physician Leaders for Infection Prevention & Control (IPAC) and the Command Centre, the Program Director provides strategic and operational leadership for IPAC and the Command Centre which pulls together the functions of staffing, scheduling, patient flow, bed allocation to support the 24/7 operations across all Halton Healthcare hospital and community sites.
Specifically, the Program Director will:
- Develop an operational plan for the Program that is aligned with Halton Healthcare’s strategic plan
- Establish Program goals that are aligned with the organization’s strategic priorities
- Shape organizational culture and climate by creating an environment that aligns with HH’s values, promotes equity and inclusion, supports the interdisciplinary teams and enables continuous quality improvement
- In partnership with Human Resources and Clinical Directors, oversee workforce continuity of clinical staff, ensuring appropriate staffing and Nursing Resource Team support, in line with financial and patient volume forecasting
- Serve as the subject matter expert on all matters of infection prevention and control to the Executive Leadership Team, Health Safety and Wellness, and other organizational committees/programs
- Implement evidence-based IPAC practices and ensure a safe environment for patients, families, staff, physicians and volunteers
- Represent Halton Healthcare at regional and provincial tables for IPAC and patient flow initiatives
- Serve as the patient flow subject matter expert, leading the Command Centre, developing and implementing strategies to optimize clinical staff planning, patient flow, and 24/7 operational support across all sites
- Lead surge capacity planning and develop strategies to match capacity and demand
- Lead the organization as Chief Planner in the Emergency Operation Centre for all biological related events
- Use data analytics to understand utilization trends and performance management
- Conduct quality monitoring audits and develops improvement strategies
- Implement best practices as it related to optimizing flow and throughput for the organization, ensuring alignment of processes to promote effective system wide capacity management, reducing length of stay, streamlining patient transfers internally and externally, and strengthening community partnerships
- Facilitate cross-functional collaboration with clinical teams to ensure timely and appropriate patient care; ensuring patients and families are supported and informed throughout their care journey
- Coordinate and align resources through effective planning and budgeting, to ensure the delivery of high quality, evidence based patient care in the most cost effective manner possible
- Support corporate projects that impact organizational functioning and/or patient care
- Foster an environment of learning and development for Program staff through coaching, managing performance and mentoring
- Cultivate a positive labour relations environment within the Program and applies policies and appropriate collective agreement language consistently and fairly
- Master’s degree in Business, Healthcare Administration, Nursing, or equivalent.
- Current registration with the College of Nurses of Ontario or other Health Regulatory College
- Minimum of 7 years of clinical and administrative leadership experience in an acute care medical setting
- Expertise in IPAC, Command Centre, and/or patient flow programs
- Strong communication and facilitation skills
- Demonstrated ability to set goals, make decisions, and create plans focusing on change and transformation
- Ability to optimize allocation of health human resources, financial and infrastructure resources to provide quality healthcare
- Promotes a culture of high performance and accountability
