The salary range for this position is CAD $55.25 - $79.42 / hour

  • Develops and recommends short- and long-range goals and objectives for the General Accounting Department ensuring that such plans support the goals, policies and vision of the Accounting Services Division of Fraser Health.
  • Develops, implements and reviews policies, standards and procedures that will ensure the delivery of effective and efficient general accounting services.
  • Plans and implements operating budgets for the General Accounting Department including budget preparation; ensures the efficient utilization of the financial resources within the objectives, plans and budgets established by the Accounting Services Division and Fraser Health.
  • Provides leadership to all staff within the General Accounting Department and motivates them towards the attainment of the goals of the Accounting Services division and Fraser Health; develops and recommends organizational structures to reflect the operational needs and the responsibility of each employee; develops an on-going system for measuring performance.
  • Manages and is responsible for the recruitment and selection of staff and employee development; participates in human resources matters for the General Accounting Department in areas such as performance management.
  • Plans and implements an effective quality improvement program to ensures a high level of customer satisfaction.
  • Establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the General Department including departmental activities and progress on objectives and projects.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

 

Responsible for the development, coordination and management of the General Accounting Department consisting of general ledger account reconciliations, financial statement preparation, external audits and financial reporting; supports the operational and strategic needs of Fraser Health by planning, implementing and evaluating related physical, financial and human resources; participates, as a member of the Accounting Services management team, in the development of the mission, strategies and goals to ensure the optimum delivery of appropriate financial services for Fraser Health.


Responsibilities


  1. Develops and recommends short- and long-range goals and objectives for the General Accounting Department ensuring that such plans support the goals, policies and vision of the Accounting Services Division of Fraser Health.

  7. Establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the General Department including departmental activities and progress on objectives and projects.
  8. Manages the development and maintenance of general accounting and general ledger systems to provide complete and accurate records of assets, liabilities and financial transactions in accordance with generally accepted accounting principles, Ministry of Health policies and procedures and Fraser Health policies.
  9. Plans and directs the development and maintenance of accounting systems for the General Accounting Department to ensure accurate and timely payments to staff, vendors and physicians and accurate and timely preparation of account reconciliations, financial statements and reports.
  10. Manages the preparation of financial statements and other reports to ensure a timely and accurate information flow to the Senior Executive and Board of Fraser Health, the Ministry of Health Services and external organizations.
  11. Manages timely and efficient completion of the annual external audit and related reporting; liaises with Fraser Health’s external audit firm and the Office of the Auditor General.
  12. Liaises with and provides information and analysis to the Ministry of Health and Office of the Comptroller General as requested.
  13. Provides advice and financial analysis to all levels of management as required.
  14. Plans, prioritizes and directs numerous concurrent projects through all phases from planning to implementation and evaluation.

Qualifications

CPA designation and/or university degree in a related field, plus seven (7) years’ recently related managerial and supervisory experience in a large, complex, multi-union environment.
