Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including providing safe, quality care, centered around patients/clients/residents and families:

 

Reporting to the Executive Director, Clinical Quality and Patient Experience, the Leader, Quality and Safety Governance is accountable for supporting the work of the Fraser Health Quality and Safety Governance Structure. Providing expert advice and guidance, the Leader, Quality and Safety Governance, informs the implementation plan, and carries out delegated functions from the Executive Director, which are informed by the co-chairs of the Fraser Health Regional Quality and Safety Council responsible for executing the Quality and Safety Governance Structure. Core work will be to work closely with site, program, network and regional support leadership teams, to coordinate and integrate governance activities across major functional areas where priorities diverge, in connection with Clinical Quality and Patient Experience portfolio Directors and others that are central to the successful implementation and ongoing administration of the new Fraser Health Quality and Safety Governance Structure. The Leader will identify and communicate risks and barriers including complex, cross-functional issues requiring coordinated mitigation across clinical, operational and corporate areas to inform actions and mitigation plans as directed. Communicates internally with Fraser Health Quality leadership, site, program and network leaders, Clinical Quality and Patient Safety team members, and regional supports, to ensure effective implementation, and ongoing alignment and contribution to the strengthened Quality and Safety Governance Structure.


Responsibilities


  1. Provides effective leadership, expert advice and problem solving in the implementation of the Quality and Safety Governance Structure across Fraser Health by coordinating governance processes across multiple functional areas and applying judgement where operational guidance is incomplete or varies across programs.
  2. Executes priority tasks from the implementation plan as required.
  3. Promotes quality and safety as an attribute of a compassionate quality learning environment.
  4. Guides and leads the assigned areas from the Quality and Safety Governance Structure implementation project team and acts as a liaison across sites, programs, networks and Excellence Committees to reconcile competing priorities and align governance expectations across major operational areas.
  5. Collaborates with key partners including community networks, Professional Practice and Learning Strategies, Communications, Indigenous Health and Cultural Safety, Finance, CAADSI, Sustainability, Employee Experience, and Planning and Infrastructure in the implementation, monitoring, reporting, and evaluation of quality and safety efforts requiring integration of input from multiple portfolios and adaptation of governance approaches to differing operational environments, and facilitates the deployment of resources as required to enable quality and safety information flow across the authority in alignment with system level objectives derived from Fraser Health’s annual operating plan.
  6. Provides implementation progress reports, identifies barriers and risks and reports findings to the Regional Quality and Safety Leadership Team with analysis framed in relation to organization wide objectives and impacts on major functional areas.
  7. Provides input into the development of required implementation plans, progress and performance reports as required.
  8. Facilitates communication and feedback loops within Fraser Health, between the Regional Quality Safety Council, Excellence Committees, site and program QOMCs, and networks ensuring integrated decision pathways across clinical, operational, and corporate partners where governance requirements intersect.
  9. Identifies implementation barriers and risks, proposes mitigating solutions that require coordinated action across multiple programs or departments and escalates concerns for problem solving within the FH Quality and Safety Governance Structure.
  10. Supports the implementation and sustainment of the Quality and Safety Governance Structure by enabling site level and frontline participation in quality improvement and patient safety, strengthening collaborative team based initiatives, embedding patient voice processes, and ensuring that Diversity, Equity, Inclusion, and Indigenous Cultural Safety principles are consistently integrated into all quality and safety activities.

Qualifications

A master’s degree plus ten (10) years recent experience in complex health care environment including five (5) years progressive project and/or change management leadership experience; or an equivalent combination of education, training and experience.

  • Demonstrated ability in analyzing performance and evaluation metrics and translating information (data and metrics) into process and quality improvement.
  • Demonstrated understanding of Diversity, Equity and Inclusion principles and their application in the workplace.
  • Demonstrated knowledge and understanding of Indigenous Cultural Safety and Humility.
  • Demonstrated experience leading and negotiating collaboratively with internal partners.
  • Proficiency in the use of personal computers and related technology.
