The salary range for this position is CAD $46.37 - $66.66 / hour
Job Summary

We have an opportunity for you to apply your passion and expertise to this exciting Coordinator, Treasury position for Corporate Finance Service and Partnership Contracts as you coordinate the work of designated staff and participate by providing input into the goals and objectives of the Treasury Department to ensure the optimum delivery of appropriate financial services of Fraser Health. This is a Regular Full-Time position located at our Uptown Latitude office in New Westminster, B.C. convenient to rapid transit options.

  • Ensure initiatives are carried out in accordance with the goals, policies and vision of FH.
  • Develop short and long term goals and objectives for the Treasury department and ensure financial management of the group by contributing in budget preparation for the department and the authorization, control, monitoring and reporting of expenditures.
  • Select, direct, supervise and evaluate staff to ensure effective performance of their duties
  • Promote, discipline and initiate employee terminations, as required.
  • Develop and implement treasury department processes and procedures, in collaboration with the manager, Treasury
  • Direct the preparation and approve accounting entries including accruals and account reconciliations.
  • Ensure the accuracy of FH's treasury inventories by preparing accounting reconciliations, identifying problems and working with the department managers to correct the underlying processes; attends and audit treasury accounts, as required
  • Participate in the annual external audit by directing the preparation and approving year end work papers and schedules
  • Liaise with other departments by providing advice on the development of accounting processes for new and changed strategic initiatives and ensuring that all accounting processes are compliant with the requirements of the MIS Guidelines.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health:

The Coordinator, Treasury is responsible for coordinating cash management of the Treasury department including banking relations, investment strategies, cash flow models and the cashiering function at the various Fraser Health (FH) sites; coordinates the billing and invoicing of all non-patient billings and their subsystems; supervises and coordinates the work of designated staff and participates by providing input into the goals and objectives of the Treasury Department to ensure the optimum delivery of appropriate financial services for FH.


Responsibilities


  1. Coordinates the day-to-day activities of the Treasury department by determining priorities, coordinating and scheduling based on department priorities, developing processes and methods for project implementation resulting from strategic initiatives; ensures initiatives are carried out in accordance with the goals, policies and vision of FH.
  2. Develops short and long term goals and objectives for the Treasury department and ensure financial management of the group by contributing in budget preparation for the department and the authorization, control, monitoring and reporting of expenditures.
  3. Selects, directs, supervises and evaluates staff to ensure effective performance of their duties; promotes, disciplines and initiates employee terminations, as required.
  4. Develops and implements treasury department processes and procedures, in collaboration with the manager, Treasury; directs the preparation and approves accounting entries including accruals and account reconciliations.
  5. Ensures the accuracy of FH's treasury inventories by preparing accounting reconciliations, identifying problems and working with the department managers to correct the underlying processes; attends and audit treasury accounts, as required; assists the Manager in the preparation and analysis of periodic financial statements and quarterly reports to the Finance and Audits Committee of the Board of FH, the provincial government and the Office of the Comptroller General of BC.
  6. Participates in the annual external audit by directing the preparation and approving year end work papers and schedules; coordinates the preparation of the annual submission under the Financial Information Act.
  7. Liaises with other departments by providing advice on the development of accounting processes for new and changed strategic initiatives and ensuring that all accounting processes are compliant with the requirements of the MIS Guidelines.
  8. Coordinates the billing and invoicing of all non-patient billings and their subsystems; develops and maintains non-patient billing, cashiering, banking and investment systems to provide complete and accurate records of assets, liabilities and financial transactions in accordance with generally accepted accounting principles, Ministry of Health policies and procedures and FH policies.
  9. Assists the Manager with the development of the annual budget of the department; performs variance analysis and reporting of department expenditures; identifies budget anomalies and implements correct action, as required to ensures expenditures are with budgetary expectations.
  10. Develops, implements and administers department standards and procedures in collaboration with the Manager by evaluating and implementing changes as needed to improve services, simplify workflow and integrate with other financial goals including compliance with Generally Accepted Accounting Principles.
  11. Ensures the implementation of current human resource standards and procedures such as recruitment and selection, performance evaluations, education, professional development and orientation of employees for the department; implements disciplinary action up to and including employee terminations, as required.
  12. Ensures compliance with applicable acts, regulations and collective agreements; analyzes financial statement income and expense variances, follows up on discrepancies and takes corrective action to ensure FH financial statements are accurate.
  13. Participates on internal and external committees, as assigned.

Qualifications

Education and Experience

CPA professional accounting designation. Five (5) to seven (7) years' recent related financial accounting/treasury experience in a large complex organization including one (1) year experience in a supervisory or leadership position, or an equivalent combination of education, training and experience.
