Job Summary

Fraser Health is seeking a dynamic and experienced Client Partner, Management Services to support our management and management-support employee groups in delivering a positive and consistent employee experience.

About the Role

In this key advisory position, you will partner with leaders across Fraser Health to provide strategic and operational human resources support. You will play a vital role in ensuring the consistent application of employment practices, supporting performance management, and navigating complex employee relations matters.

Key Responsibilities
  • Provide expert guidance and support to managers on assigned Employee Experience practices for management and management-support employee groups.
  • Ensure consistent and appropriate application of the Terms and Conditions of Employment.
  • Advise on and administer compensation changes related to acting assignments, special appointments, secondments, and other employment status changes.
  • Lead and support the resolution of complex employee relations matters, including legal challenges and wrongful dismissal claims.
  • Support performance planning initiatives
Qualifications
  • Bachelor’s degree in Human Resource Management or a related field.
  • 5–7 years of recent, related HR experience, preferably within a large, complex organization.
  • Demonstrated expertise supporting performance management for non-contract employee groups.
  • Equivalent combination of education and experience may be considered.
Skills & Competencies
  • Strong knowledge of employment legislation, HR best practices, and employee relations processes
  • Proven ability to manage sensitive and complex workplace issues with professionalism and discretion
  • Exceptional communication, problem-solving, and conflict resolution skills
  • Financial acumen with experience in forecasting and reporting
  • Ability to build strong relationships and influence leaders at all levels

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Director, the Client Partner, Management Services provides consultation and guidance to managers and employees for Fraser Health's (FH) management and management support (excluded) employee group in the areas of compensation, performance planning, competencies, feedback, administration of terms & conditions, HR legal and other related services through counsel with FH Managers, Directors and Senior Leaders and external legal counsel.


Responsibilities


  1. Provides support to managers on assigned Employee Experience practices for Fraser Health's management and management support employee group.
  2. Ensures consistent and appropriate application of the Terms and Conditions of Employment.
  3. Provides support on compensation to recognize change in status such as acting or special appointments, secondments or other changes.
  4. Negotiates resolves to legal and/or terminated employee challenges on wrongful dismissal claims.
  5. Provides ongoing support for performance planning that includes being a resource to managers on the development of performance improvement plans and ensuring consequences of performance are appropriately documented. Prepares financial forecast and actual cost reports.
  6. Provides advice, guidance and interpretation to managers and employees around the application of the Respectful Workplace Policy, human rights legislation, harassment and discrimination, which includes dispute resolution and approaches for resolve.
  7. Supports the use of Performance Link (performance planning) and Insight (360 degree feedback) web-based resources to ensure the systems support Managers in performance planning. Identifies system development requirements, utilizes feedback from system users on system enhancements, develops user support documentation and education venues and support.
  8. Builds and maintains effective networks with other health authorities to support consistent application of Terms and Conditions of Employment, compensation practices and the development of new approaches.
  9. Works with individuals and groups to coach and develop the integration of sound performance planning practices and links feedback on leadership competencies within performance planning.
  10. Prepares budget forecasts for Management & Management Support salary range progression and/or performance-based compensation rewards. Works with Executives, Directors and Managers on the development and application of Fraser Health's Management & Management Support compensation plan ensuring consistent and appropriate application.  
  11. Supports Disability Management Consultants with the Duty To Accommodate process for MMS employees; attends accommodation meetings, researches alternative positions to meet accommodation requirements and finalizes accommodation agreements.
  12. Reviews the framework and systems support for Fraser Health's Insight (360 Feedback) initiative. Provides coaching and group support on the use of the Insight.
  13. Provides advice and authorizes compensation for new hires within the guidelines of the management & management support compensation plan to hiring managers and Client Partners, Talent Acquisition.
  14. Provides support to managers and employees on the consistent interpretation of the Terms and Conditions of Employment by responding to queries; researches relevant source material as required.
  15. Provides advice and guidance to Managers on performance improvement plans for their employees and assists with employee misconduct investigations including those connected to policy violations in the areas of Breach of Confidentiality, Respectful Workplace and Electronic Communications.
  16. Develops a variety of resource guides and, on-line tools and presentations; researches best practices, writes and formats the guides and tools and ensures that these resource guides and tools are kept current.
  17. Remains current in human rights, employment and other related legislation and human resource practices to ensure Fraser Health practices and programs are within legislated requirements.
  18. Collaborates with various internal and external stakeholders to contribute to, support and strengthen assigned Employee Experience initiatives and practices.

Qualifications

Education and Experience

Bachelor's degree in a field related to Human Resource management, and five (5) to seven (7) years' recent, related experience in human resources that includes working with performance management non-contract employee groups in large complex organization or an equivalent combination of education and experience.

Professional/Technical Capabilities

  • Proficiency in the use of personal computers using a variety of software applications.
  • Physical abilities to perform the duties of the position.
  • Experience working within framework of collective agreements and union representation.
  • Demonstrated knowledge of the application of government framework and guidelines applying to Management & Management Support compensation within the health sector.
  • Demonstrated knowledge of employment law as it pertains to workplace environments and employment contracts including common law requirements.
  • Demonstrated knowledge of employment and services contracts.
