Salary range

The salary range for this position is CAD $38.12 - $54.80 / hour

We are looking for applicants with;

  • Bachelor's Degree with a focus in business administration and/or human resources , supplemented with course work in statistics
  • three (3) to five (5) years' recent, related experience that involves data mining and analysis and report generation
  • Or an equivalent combination of education, training and experience

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Accountable for the implementation of people planning analytics, reporting and data quality processes that are collected, prepared and reviewed based on people demographic data information  for use in providing workforce forecasts, employee demographics and related reports; data mines a variety of databases and maintains a suite of data tables to prepare statistical reports and presentation material for use in health human resource planning;  ensures the accuracy and integrity on information presented.  Consults with Fraser Health leadership teams and external agencies such as the Ministry of Health on all aspects of people planning and data reports and provides solutions to issues arising from the analysis of the health human resource data.
Responsibilities

  1. Identifies data requirements for health human resource (HHR) planning initiatives; collaborates with Fraser Health leadership teams and external industry HHR planning experts to establish data to be used in Fraser Health demographic reports. Prepares and analyzes comprehensive reports on employee demographics, trends and forecasts.
  2. Develop and maintains relational data bases and analyzes consolidated reports that integrate data and information from a variety of sources such as MEDITECH payroll and finance systems, Access and/or SQL databases, Ministry of Health (HSICS), and external reports; analyzes and consolidates information to provide analytics on HHR trends, projections and key findings on current and future state of Fraser Health's human resource.
  3. Ensures the accuracy and integrity of data by engaging with the clients and a variety of stakeholders to determine and ensure relevant information is captured, effectively gathered, mined and leveraged to support effective decision making in support of program and corporate strategies; provide quality assurance and a value-added review of reporting inputs to promote high standards for quality and insight.
  4. Designs and prepares reports on HHR data, information and key findings for publication and on-line publish; interprets and comments on written/statistical reports relates to HHR demographics and forecasting; designs surveys, collects and reports on information; links survey information to data tables
  5. Coordinates and communicates with all levels of staff and management on the results of the HHR metrics data and research; provides advice and guidance regarding the interpretation and evaluation of findings; consults with Directors and Managers to review and provide insights on data results and information to support strategies on people planning including initiatives on retention, succession and recruitment ensuring service delivery is aligned with FHA business needs and strategic directions. 
  6. Works with internal and external Employee Experience portfolio to assess information needs and identify opportunities; develops specifications and analysis for reporting applications impacting several functional areas by performing duties such as; gathering detailed information from user departments; consulting regularly with key groups; conducting needs analysis; developing and documenting systems and procedures, supports a strategy of knowledge management -- getting the right knowledge to the right people, and at the right time to help individuals share and put information into action.
  7. Represents Fraser Health on provincial industry data committee with representatives from other Health Authorities, HEABC and Ministry of Health; provides inputs on behalf of Fraser Health; ensures consistent interpretation, application and definition of HHR metrics; collaborates on building and sharing information to support objectives of the committee.
  8. Researches provincial and national human resource information for health human resource reports.
  9. Provides expert inputs on different phases of Data warehouse and MicroStrategy implementation life cycle to ensure data are being used accurately and reporting requirements meet established guidelines and standards; test and performs corrective action to ensure integrity of data, develop business reports and participates in the design process.
  10. Assesses HR practices and makes recommendations on changes to information/knowledge delivery processes and systems to improve the alignment of an effective distribution of knowledge.
  11. Conducts assigned projects by researching user and HR needs, best practices within Fraser Health and with other employers; participates on user project teams to ensure implementation and/or system revisions provide optimum results; participates on discussions with stakeholders to partner on services and information requirements.

Qualifications

Education and Experience

Bachelor's Degree with a focus in business administration and/or human resources, supplemented with course work in statistics, plus three (3) to five (5) years' recent, related experience that involves data mining and analysis and report generation, or an equivalent combination of education, training and experience.
