Job Description:

Sun Life is seeking a Director, Compliance to oversee Sun Life’s Health Ecosystem and Dialogue Health. The Health Ecosystem is a dynamic area within Sun Life charged with developing a portfolio of health solutions to improve the health experience of Canadians. Dialogue is a subsidiary of Sun Life Assurance Company of Canada and is a virtual care provider.

Reporting to the AVP of Compliance, Group Business, this individual will be a key member and contributor to the Group Compliance and the wider Canadian Compliance team. Leveraging an existing regulatory compliance management (RCM) program, they will be responsible for the build out, integration and maintenance of a Health Ecosystem compliance framework that will grow and evolve with the business and associated risks. Ideally, the framework will be fit for purpose for future entities that join the Health Ecosystem and will balance the needs of business(es) operating in a non-financial services environment, with OSFI requirements. The incumbent will lead a small team to provide support, partnership, direction to business leadership and oversight of tactical initiatives. The successful individual will also develop and maintain relationships with key stakeholders in business, operations, compliance, audit, legal, and with regulatory staff.

Immediate focus for the next 18 months will be creation and execution of a plan to integrate Dialogue into Sun Life’s compliance program and establishing a strong partnership with key members of Dialogue’s team. This work will form the foundation of a unique compliance framework, designed to satisfy Sun Life’s need for compliance oversight but applied in the context of partnerships or ownership of entities associated with delivery of healthcare. This is an excellent opportunity for an individual with knowledge of primary and virtual care, pharma regulations, and/or compliance in a healthcare setting to apply their knowledge to build an appropriate oversight model.

    What will you do:

    • Ensure the businesses have robust compliance structures in place, integrated with Sun Life’s existing RCM program
    • Build and operationalize second line of defence (2LOD) oversight of key business processes, controls and adherence to regulatory requirements and internal policies
    • Establish and maintain effective working relationships with business, operations, compliance, audit, legal, and with regulatory staff.
    • Develop, document, and actively communicate existing, new, and amended Compliance requirements to management.
    • Assist management to identify, address and integrate regulatory requirements into its business activities.
    • Establish and maintain policies and procedures to assess compliance by the business with applicable laws and regulations.
    • Report on compliance programs, emerging and potential risks, control weaknesses, significant issues, and key regulatory developments.
    • Establish and maintain compliance programs that meets OSFI, and Sun Life requirements applying a risk-based approach to identify, measure, monitor and report on compliance risk.
    • Assess the adequacy of adherence to and effectiveness of controls to ensure they are sufficiently robust to achieve compliance with applicable regulatory requirements.
    • Actively ensure compliance with regulatory, industry and best practices expectations for Compliance functions
    • Perform effective compliance due diligence on potential business partners and acquisitions.

    What do you need to succeed:

    • University degree and/or experience in a healthcare compliance setting
    • Advanced understanding of the Canadian healthcare landscape, particularly the growing role of alternative delivery methods
    • Knowledge of key operational supporting functions and applicable regulatory rules
    • Working knowledge of privacy legislation in healthcare and private sector
    • Ability to distill complex requirements without oversimplifying or missing critical components
    • Experience in the build, management, and administration of a compliance program preferably in the field of healthcare
    • Excellent oral and written communication skills with demonstrated relationship management and conflict resolution skills.
    • Ability to effectively prioritize in a diverse and fast paced environment
    • Ability to work with ambiguity
    • Previous experience in a large institution with a matrix organizational structure an asset
    • Bilingual English/French is an asset

    The Base Pay range is for the primary location for which the job is posted. It may vary depending on the work location of the successful candidate or other factors. In addition to Base Pay, eligible Sun Life employees participate in various incentive plans, payment under which is discretionary and subject to individual and company performance. Certain sales focused roles have sales incentive plans based on individual or group sales results.
