SUMMARY OF THE POSITION
A person who is in charge of one or more programmes or projects for the purpose of providing professional assistance in the development of services, in particular by advising, monitoring or supporting various actors in one or more programmes or projects.
It carries out the research activities necessary for the identification and evaluation of resources and needs. It designs and proposes development plans and programmes to ensure adequate planning of services. She advises on the implementation or improvement of programs and/or services. It may participate in various teaching and training activities.
SPECIFIC FUNCTIONS
• Coordinate and guide consultations with Chiefs & Councils, Miyupimaatisiiun Committees, Youth, Elders, schools, land users, and other stakeholders.
• Design and apply consultation and research methods that combine public health approaches with Cree cultural frameworks.
• Collect, organize, and analyze qualitative and quantitative data to identify priorities, gaps, and strengths across Eeyou Istchee.
• Map stakeholders and document community input, ensuring information is systematically captured and accessible for planning.
• Support the development of staffing models for local Public Health teams, based on consultation results and evidence.
• Advise on program design and service development, ensuring alignment with Cree community priorities, determinants of health, and the Strategic Regional Plan.
• Collaborate with interdisciplinary teams within Public Health (SERP, Promotion & Prevention) and external partners to support community-driven priorities.
• Promote integration of Cree culture, values, traditions, and teachings into planning, programming, and evaluation.
• Contribute to knowledge translation by synthesizing findings into clear reports, briefs, and recommendations for leadership and community validation.
• Serve as a liaison between Public Health sectors, including Promotion and Prevention (P&P) and Public Health SERP, to support alignment, continuity, and coordination of programming and services across regional and community levels
• Facilitate the flow of information between regional Public Health teams and local community teams to ensure consistency, responsiveness, and integration of Public Health initiatives
• Support the identification and development of community-specific Public Health priorities by integrating data analysis, consultation findings, and ongoing departmental activities
• Contribute to the alignment of Public Health initiatives across departments to reduce duplication, address gaps, and strengthen the overall impact of services delivered in communities
• Assist in guiding the planning of targeted Public Health actions in each community, ensuring they are data-informed, community-driven, and aligned with regional strategies
• Participate in regional teamwork, sharing expertise with colleagues and supporting collective learning.
• Remain mobilizable during public health urgencies, contributing research and coordination capacity as needed.
• Carry out other related duties or special mandates as requested by management, including tasks that support the broader Public Health Department and organizational priorities.
REQUIREMENTS
Education
• Bachelor’s Degree in Public Health or a related field (required).
• Training in research methods, program evaluation, or Indigenous health is an asset.
Experience
• Experience working in Indigenous communities, ideally within a public health or research setting.
• Demonstrated experience in consultation design, data collection, and analysis.
• Experience collaborating with community leadership, health and social service teams, and/or research governance bodies.
Knowledge & Abilities
• Strong knowledge of public health planning, prevention, and promotion frameworks.
• Knowledge of First Nation health and social issues, especially within Eeyou Istchee.
• Ability to integrate Cree cultural perspectives into research and program planning.
• Strong skills in data analysis, critical thinking, synthesis, and reporting.
• Ability to facilitate community engagement using culturally respectful approaches.
• Excellent communication skills (oral and written) in English; knowledge of Cree is a strong asset; ability to read French is an asset.
• Demonstrated ability to work independently while collaborating within interdisciplinary teams.
• Proficiency in Microsoft Office and research/analysis tools
LANGUAGE
• Fluent in English ;
• Fluency in Cree or French is an asset.
OTHER
• Flexibility to adapt to shifting priorities and contribute to departmental initiatives beyond assigned projects.
• Capacity to move between multiple units of Public Health, providing expertise where most needed.
• Willingness to support regional or organizational priorities at broader levels when requested by management.
• Availability to travel extensively across Eeyou Istchee and beyond for consultations, training, and collaboration.
