Job Summary

The City of Mississauga is dedicated to protecting its residents by ensuring compliance with traffic regulations and promoting safer roadways. We're seeking an experienced and results-oriented professional to lead enforcement efforts in our Automated Speed Enforcement Processing Centre. As Manager, you'll spearhead initiatives to uphold municipal by-laws, enforce speed limits effectively, and foster community safety. This critical leadership role is an opportunity to make a lasting impact on public safety through strong compliance measures and enforcement strategies.

Mississauga is creating the Automated Speed Enforcement Processing Centre, which will be responsible for processing Automated Speed Enforcement (ASE) tickets. ASE is an automated system that efficiently ensures speed management across the City. A camera and a speed measurement device detect and capture images of vehicles travelling in excess of the posted speed limit across Mississauga.

Duties and Responsibilities

Program Enforcement & Technical Responsibilities

  • Develops and implements the processing centre’s case management systems and technical requirements.
  • Collaborates with IT and functional business units to deliver and manage the processing centre’s receipt of encrypted data collected by various ASE systems, and the use of processing software.
  • Develop polices, guidelines, and standard operating procedures for the management of the processing centre’s case management systems including officers’ review of infraction images sent to the processing centre, and laying of charges when images prove infractions occurred and plate holders are identified.
  • Manages the physical processing and mailing of tickets to registered vehicle plate holders. Ensure tickets are issued and mailed by established timelines.
  • Manages systems and equipment used for processing infractions and issuing tickets, including ensuring they are functional and maintained.
  • Undertakes program evaluation, assessments, and identifies risks, mitigation strategies, and implements solutions to identify technical and program gaps.

Program Delivery

  • Has oversight over the processing centre and all related program delivery components.
  • Develops seamless communication strategies across the organization and briefs Director, Commissioner, and Council on notable matters.
  • Manage business and work plans, policies, and service level standards with input from Legal, the Ministry of Transportation (MTO), and provincial steering tables and other City business units.
  • Develops capital and operating budget forecasts and monitors and manages the program’s budget(s), including provincial billing related to plate and ownership information verification.
  • Develops and approves logistical plans that detail where systems will be placed across the City, places systems based on risk assessments and infractions data and ensures that high priority areas are covered.
  • Manages procurement and contract administration with vendors.

Human Resource Management

  • At full complement, oversees roughly 60 staff members including supervisors, analysts, and clerks.
  • Determines required competencies for positions and manages overall organizational structure for the processing centre.
  • Manages recruitment, retention, and performance and guides supervisors through mentoring and coaching.
  • Develops staffing engagement and performance plans, reviews performance on a regular basis, holds 1:1s and provides the team with critical feedback on their work.
  • Mentors, coaches, and develop staff potential alongside developing succession plans.

Stakeholder Engagement

  • Develops and maintains relationships with internal and external partners and stakeholders. Collaborate with other departments, agencies, and Legal to help develop strategies and enforcement activities and liaise regularly with IT to ensure the required systems are built and in place with continual enhancements being made as required.
  • Contacts MTO and Ministry of Attorney General regarding issues and complaints and works alongside prosecutions where needed.
  • Expertly collaborates with functional managers to deliver priorities.
  • Feeds into and maintain service level agreements.
  • Uses subject matter expertise to make recommendations to senior management and Council.

Project Management

  • Applies project management principles to manage projects end to end for the business unit.
  • Provides project leadership on projects driven by internal needs or as directed by Council by leading supervisors to implement project objectives.
  • Coordinates deadlines and timelines in collaboration with other areas of the City, vendors, and management.
  • Leads team to build in performance metrics, program evaluations and assessments, and collects data to provide routine updates to executives on project delivery.
  • Applies change management and business transformation to projects and ensures that the processing centre has clear communication about roles, responsibilities, timelines and objectives of all projects.
Skills and Qualifications
  • Bachelor’s degree in public administration, Law, Criminology or associated discipline. A university degree is preferred.
  • Minimum of 7-10 years of experience in program delivery, preferably within a municipal or governmental setting. Experience in enforcement, regulatory compliance, or related fields is highly desirable.
  • Minimum 5 years of experience in leading and managing teams, with a proven track record of mentoring, coaching, and developing staff. Ability to manage recruitment, retention, and performance of staff effectively.
  • Strong strategic planning skills with the ability to undertake complex planning exercises, consult with stakeholders, and align programs with organizational goals.
  • Extensive experience in policy development, bylaw review, and drafting. Ability to navigate overlaps with provincial and federal legislation.
  • Proficiency in conducting needs assessments, identifying emerging issues, and performing research, analysis, trend reviews, surveys, and jurisdictional scans.
  • Excellent written and verbal communication skills. Experience in delivering comprehensive reports, presentations, and representing the organization at meetings.
  • Deep understanding of regulatory compliance principles and proactive enforcement strategies. Ability to develop and implement programs aimed at enhancing compliance with city bylaws.
  • Strong proficiency in data gathering, reporting, and statistical analysis. Ability to use data to inform decision-making and program development

Hourly Rate/Salary: $ 114,677.00 - $ 152,905.00
