The Ministry of Water, Lands, and Resource Stewardship has a mandate to manage specified Crown land and resources in a manner that embraces the economic, environmental and social goals of government. Reporting to the Section Head, Water Business, the Senior Water Business Specialist is a provincial expert in the management and administration of the eLicensing application for water, which has 500+ ministry users and is the primary data management and workflow process system that supports all ministry business associated with issuance and management of the Water Sustainability Act authorizations, Dam Safety, Flood Safety, Water Revenue and the Dike Maintenance Act.

As system administrator of the water eLicensing business application, the Senior Water Business Specialist is responsible for translating the program needs into technical specifications for new water business systems and databases, and for enhancements to the design, development and implementation of the water eLicensing System. The Senior Water Business Specialist is an expert in the business delivery of surface and ground water authorizations including maintaining the functionality of the water eLicensing business application, maintaining reliable user access, applying applicable legislation, regulations, policies and standards to business processes; having in-depth expertise in the business workflows and processes, and understanding technical aspects of surface and ground water science as they apply to authorizations functions.

Job Requirements:

  • Bachelor’s Degree or higher in a related field (i.e., Natural Resource Management, Computer Sciences, Data Science, etc.) and three (3) years related experience; OR
  • Diploma in a related field (i.e., Natural Resource Management, Information Technology, etc.) and five (5) years related experience; OR
  • An equivalent combination of education and experience may be considered.


Related experience must include the following:

  • Experience with managing data and data collection/storage systems in a natural resource environment.
  • Experience in leading and participating in diverse project teams.


Preference may be given to applicants with one (1) or more of the following:

  • Experience with Oracle query language and government data infrastructure.
  • Experience with GIS and associated software for the development of spatial projects.
  • Experience using provincial water resource management, water authorizations, and associated databases.
  • Experience of the water business area.
  • Experience with water resource management and water authorizations.
