The Team
The Compliance and Enforcement (C&E) team is part of the Liquor and Cannabis Regulation Branch (LCRB), which oversees the regulation and licensing of liquor and cannabis establishments and events across British Columbia. With staff located throughout the province, the Branch issues licenses, educates establishments on regulatory requirements, and promotes safe, responsible service in alignment with public health and community interests. Within this established team, the Regional Manager leads a structure that includes three Supervisors, supported by three Senior Inspectors and approximately 15-17 Inspectors. The team works collaboratively with Branch work units, including the Investigations unit, Licensing Division staff, and the Policy and Legislation unit to ensure consistent, equitable oversight of licensed businesses.Their work is grounded in a risk‑based inspection approach, emphasizing voluntary compliance, education, and-when necessary-enforcement actions that uphold public safety and support safer experiences for patrons.
The Role
The Regional Manager plays a critical leadership role in directing inspection priorities, ensuring regulatory standards, and maintaining administrative fairness across a geographically diverse region that includes the Lower Mainland, Fraser Valley, and Sea to Sky Corridor. The position strategically deploys enforcement resources based on risk profiling, compliance history, and emerging trends, and works closely with Supervisors to ensure expectations are met and results are reported to senior leadership. This role has significant impact on citizens and licensees by ensuring consistent delivery of the Inspections Program, fair determination of enforcement actions, and effective oversight of high‑profile events of municipal, provincial, and national significance. The Regional Manager also builds cooperative relationships with law enforcement, industry associations, licensees, and community partners, providing guidance on complex cases and facilitating investigative processes. Qualifications:
Education and Experience Requirements
- Degree in a related field (Business, Criminology, Law, Public Administration, Social Sciences) PLUS 3 years related experience.
- Related experience includes each of the following:
- Assessing legislative partnerships and operational issues and making well informed recommendations with appropriate risk management to leadership.
- Leading an organizational work unit including managing resources and staff, defining operational performance standards, and staff performance objectives.
- Planning and leading projects and work assignments
- Establishing collaborative relationships across a particular sector.
- An equivalent combination of education and experience may be considered.
Preference may be given to applicants with the following:
- Two (2) or more years experience applying the principles of administrative fairness and natural justice.
- One (1) or more years experience leading a team in a regulatory environment.
- One (1) or more years experience business planning, contract management and budget administration

About this Position:
There is one (1) position based in Burnaby.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
