Job Summary


The Team:
Join the Southern Interior Region Property Services team, where expertise meets collaboration to make a real impact on transportation networks across the region. This established group of eight professionals in Kamloops works together to acquire property, secure tenure, and maintain lasting records that support a safe and efficient highway network. They take pride in problem-solving, sharing knowledge, and tackling unique property challenges that come with managing diverse property interests. Guided by a skilled Manager who brings strong expertise, staff development, and legal knowledge, the team is supported to deliver property solutions that keep BC’s transportation networks safe, efficient, and reliable.

The Role:
The Manager, Right-of-Way Acquisition and Real Estate leads an engaged team recognized as a 2024 Top Work Unit in the BC Public Service. This role provides expert guidance to ensure property acquisitions and related functions are completed effectively, supporting the Ministry’s transportation network while working with landowners to minimize impacts on their lives and businesses. Qualifications:
Education and Experience Requirements:

Education:

  • Bachelor’s Degree in a related discipline (i.e., business, commerce, public administration, geography, real estate, economics, planning, resource development or law) and a minimum of five (5) years of combined related experience; OR,
  • Diploma in a related discipline (i.e., business, commerce, public administration, geography, real estate, economics, planning, resource development or law) plus seven (7) years of combined related experience; OR,
  • An equivalent combination of related education and experience may be considered.

Related Experience:

  • Experience in leading and empowering staff through supervision/management.
  • Experience in public or private sector real estate property acquisition and right-of-way tenure activities such as negotiations, conflict management, land transfers, development approvals and/or other work related to property interests.
  • Experience interpreting and working with government legislation, policies and procedures.

Preference may be given to applicants with one (1) or more of the following:

  • Public sector or right-of-way experience in property acquisition or negotiations.
  • Diploma in Urban Land Economics with Appraisal Option.
  • Current accreditation (or immediately eligible) in any one of the following certifications:
    • AACI Accredited Appraiser Canadian Institute
    • RI(BC) Professional member Real Estate Institute of British Columbia
    • SRWA Senior Member International Right-of-Way Association

About this Position:
There is currently one (1) permanent, full time position available in Kamloops.
An eligibility list may be established to fill future temporary and permanent vacancies in Kamloops.
Flexible work options are available; this position may be able to work from home one (1) day per week subject to an approved Telework Agreement.
Employees of the BC Public Service must be located in BC at the time of employment.
This position is excluded from union membership.
A Criminal Record Check (CRC) will be required.
