PAWS leads several initiatives for the ministry, including ministry HR, workforce planning, employee engagement, succession management, equity, diversity & inclusion, and leadership development. We apply an equity, diversity and inclusion lens to all our initiatives to foster workplaces where people of all backgrounds feel welcome, respected and engaged Reporting to the Director, PAWS, the Manager works independently and is responsible for providing human resource management and organizational development projects, programs, and services to the ministry. This role is responsible for the assessment, analysis, design, development, and implementation of strategies, initiatives, and programs to build capacity within the ministry and meet the needs of ministry leadership and executive teams. The primary focus of this position is to address the human resource needs of the ministrys executive, senior leaders, and line managers. The Manager partners with the leaders of specific ministries, client divisions, branches, and work units to meet their business and work environment priorities and goals. The Manager takes the lead on various projects which may include planning for strategic priorities, including organization reviews/scans, research, program development, implementation, and evaluation. Program areas may include: workforce planning, recruitment strategy and succession management, diversity and inclusion, employee engagement, leadership development, change leadership, resilience and learning and professional development and other initiatives that will support the implementation of the Ministry Workforce Plans and desired culture shifts. The Manager is also responsible for leading or supporting various ministry human resources programs and initiatives such as orientation, employee engagement, and corporate HR initiatives. Job Requirements: Undergraduate degree or higher in Human Resources, Organizational Development, Public or Business Administration, Education, or a related field and a minimum one (1) year of related experience*, or Diploma or Technical Diploma in Human Resources, Organizational Development, Public or Business Administration, Education, or a related field and a minimum of (2) years of related experience*, or An equivalent combination of education and experience may be considered. * Related experience includes all of the following: Experience providing advice and guidance to ministry leadership and executive teams in the areas of ministry HR (may include engagement strategies; recruitment strategies; succession management; leadership development, change leadership; diversity and inclusion, organizational culture assessment and alignment). Experience designing and delivering presentations to adult audiences. Experience leading project teams. Experience designing, developing, implementing, and evaluating programs or projects. Experience using MS Office software (Outlook, Word, Excel, PowerPoint etc.) Preference may be given to candidates with one (1) or more of the following: Experience leading recruitment services. Experience conducting workforce planning and analyzing workforce and work environment issues and trends. Experience carrying out research and analysis to support programs and initiatives. About this Position: Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement. This is a temporary opportunity until August 29, 2025. A permanent appointment may result from this temporary appointment.
