The Properties and Land Management Branch (the Branch) is responsible for over 5,000 land and water parcels held by the BC Transportation Financing Authority (BCTFA), which is a Provincial Crown corporation. The Branch holds and manages lands acquired primarily for transportation purposes. One of the Branch’s mandates is to generate revenue for the Province by leasing or disposing of lands deemed surplus to Ministry needs which, in turn, can help fund additional infrastructure projects across the Province. The Branch also manages property acquisition for the ministry pursuant to the Transportation Act, Land Title Act and Expropriation Act.
The Manager, Tenure Services is responsible for providing expert advice and guidance to senior and executive management and other stakeholders regarding all aspects of legal land tenure including highway tenure, property acquisition, expropriation, and land management. The position acts as a land tenure expert for ministry acquisition of land for all transportation uses and is responsible to ensure legal tenure is established throughout the province and acts as the provincial expert on land tenure.
Job Requirements:
- Bachelor’s degree or higher in Urban Planning, Business, Commerce, Law, Public Administration or equivalent; and three (3) years of related experience; OR
- Diploma in Urban Land Economics (DULE) with an appraisal stream/specialty or an equivalent level of real property-related post-secondary education and five (5) years of related experience; OR
- An equivalent combination of education and experience may be considered.
Related experience must include all the following:
- Experience in real property (or related) field.
- Experience interpreting or applying regulatory instruments.
- Experience researching and analysing interests in land.
- Experience managing projects.
Preference may be given to applicants with one (1) or more of the following:
- Membership with a nationally recognized appraisal institute or society such as the Appraisal Institute of Canada with an AACI candidate or AACI designation.
- Accreditation with the Real Estate Institute of British Columbia (RIBC).
- Membership or course work completed towards an International Right of Way Association (IRWA) designation.
- A law degree with a real property specialty.
- Experience with legal highway tenure in British Columbia.
- Experience in real property expropriation.
- Experience interpreting and/or implementing the Expropriation Act in British Columbia.
- Experience managing lands-based systems, system development or map-first technology.
- Experience supervising staff or leading teams.
