Primary Care Alberta (PCA), the new provincial health agency overseeing and coordinating the delivery of primary health care services, will create a modern, more responsive, and unified health care system that prioritizes patients, empowers front-line health care professionals, and helps reduce pressures on the entire health system. PCA is currently seeking an experienced Senior Planner to help the organization deliver on its promise to ensure high-quality, accessible, and coordinated primary health care services when and where people need it. Reporting to the Program Lead, Planning and Alignment, this position leads the development and implementation of integrated planning strategies and system-level coordination efforts across the province. Reporting to the Program Lead, Planning and Alignment division of the Planning and Quality Portfolio, within Primary Care Alberta, the Senior Planner is responsible for creating strategic, operational, and organizational plans that align with ministerial priorities. By applying standardized planning frameworks and tools, the Senior Planner ensures alignment and consistency across planning activities and provides key support for complex, multi-stakeholder initiatives in a dynamic and evolving health care landscape. This role involves strong collaboration with internal teams across PCA, as well as with external stakeholders including Provincial Health Ministries, Provincial Health Agencies (PHAs), Regional Primary Health Care Networks (RPHCNs), professional associations, and community-based organizations.

A minimum of a Masters’ Degree in a health administration, public health or business administration or equivalent experience.

A minimum of five years of progressively responsible experience in strategic or operational planning, preferably within a health system or government environment. Demonstrated experience in leading and facilitating planning processes, including multi-stakeholder engagement and cross-sector collaboration. Strategic and systems thinking, with the ability to translate complex ideas into practical action. Political acuity and a deep understanding of government policy processes and stakeholder dynamics. Strong interpersonal and communication skills, including the ability to influence, collaborate, and build consensus. High degree of initiative, accountability, and attention to detail in managing complex planning deliverables. Comfort with ambiguity, change management, and iterative planning in a dynamic organizational environment.

Experience supporting/leading corporate planning within a large healthcare organization is preferred. Knowledge of Alberta’s health system and primary care transformation is a strong asset.
