Description
The CPSM Executive Director, Distribution & Site Services is a key leadership role that reports directly to the Senior Program Officer (SPO), Contracting, Procurement and Supply Management, (CPSM).
This position provides strategic direction and leadership to ensure the delivery of CPSM services are implemented and integrated with HSS organizational values, goals, policy and principles and CPSM strategies, standards and policies to maximize value across all Zones. The Executive Director, Distribution & Site Services champions CPSM Operations and supports Centre of Excellence initiatives and business activities to ensure the successful implementation in the delivery of provincial CPSM services across all Zones and Corridors. This position will participate in the strategic planning and provide overall leadership to CPSM leaders and build and maintain relationships across all Zones with physicians’ clinical leaders and staff. The Executive Director requires superior communications skills, expert judgment, experience and rapid response capacity to provide innovative solutions, support and direction on the specialty contracting, procurement and logistical supply chain expertise to CPSM Directors and other leaders. The Executive Director will participate in strategic planning, goals and business plan development with the SPO, CPSM and the CPSM Senior Leadership team, to ensure they are supportive of and in compliance with the delivery of quality and sustainable health systems. The CPSM Executive Director is accountable for the effective management and reporting of CPSM financial, human and capital budgets, operations and planning that aligns with direction set by HSS and CPSM.
10+ years leadership experience in a complex public or private organization. Experience managing large, complex and high-risk projects and/or programs that have significant organizational impact (e.g. financial, workforce, service delivery etc.) Strong financial literacy in order to understand impacts to financial reporting, internal controls, statement accounts, internal and external audit procedures and requirements. Risk management proficiency i.e. identification, assessment, mitigation strategies and process design. The ability to communicate effectively with all types of audiences, both verbally and written as well as the ability to build effective relationships with a wide range of internal and external stakeholders including service providers, executive leadership, government and clinicians, with the capability to inspire confidence with key partners and influence decisions. Ability to synthesize information from internal and external sources to develop action plans addressing complex organizational issues, anticipate potential barriers and influence others. Strong interpersonal, teamwork, public relations, conflict management, organization and communication skills.
Minimum 10 years in a contracting, procurement, zone operations, supply chain, negotiating, vendor management role in an organization of significant size, complexity and diversification. Significant experience planning and leading out a varied range of competitive process types across for various goods and services. Preference would include varied experience in clinical commodities, clinical service delivery, medical equipment, IT equipment/software/services, etc. Critical thinking, option analysis, strong judgment and innovative problem-solving skills and a self-directed approach to managing a dynamic, high-volume workload. Excellent ability to deal with highly complex or sensitive issues in a professional manner. Uses a high degree of resourcefulness and independent judgment to determine the best solution making decisions guided by organizational strategies and priorities. Self-directed, enthusiastic and independent. Flexible to respond to changing environments that may impact the timelines or scope of the work. Proven ability to foster effective partnerships and collaboration with internal and external stakeholders. Healthcare experience is an asset.
Certified Health Executive (CHE) or Supply Chain Designations. Bachelor’s degree in business or health service delivery. Master’s degree in health or business administration. Equivalent combination of education and/or experience will be considered. 10+ years leadership experience in a complex public or private organization.
