This position will be part of Primary Care Alberta (PCA) effective July 1, 2025. By applying for this position, if the successful candidate, you agree to becoming an employee of PCA. The Director, Screening Programs (SP) is a leadership role in Provincial Population & Public Health (PPPH) and reports to the Senior Program Officer (SPO), PPPH. The Director works in a dyad role with a Medical Director and is responsible/accountable for leading an operational team of 100 staff, including managers, team leads and direct service delivery staff who provide screening mammography services to rural/remote communities throughout Alberta. Screening Programs currently includes: Alberta Colorectal Cancer Screening Program Alberta Breast & Cervical Cancer Screening Programs Alberta Lung Cancer Screening Program Pilot Newborn Screening Programs Screen Test (services rural/remote locations for mammography) In collaboration with the Medical Director, the Director provides direct support/expert counsel to the SPO, PPPH and Senior Medical Director on population-based screening programming. The Director develops/maintains strong collaborative working relationships with stakeholders at the local, provincial and national level, including gov't departments. The overall goal is to build capacity within the organization and with key partners to maximize screening participation of eligible populations in Alberta, while minimizing potential risks/harms from screening. The Director identifies key challenges/opportunities, provides mentorship/leadership to support the development of innovative/strategic approaches in ways that achieve the vision and long-term goals of PPPH in alignment with AHS strategic priorities, operational and business plans.

Provides operational leadership in strategic planning, developing and setting provincial standards, implementing strategies, sustaining and evaluating system-wide provincial cancer screening programs and initiatives that include both internal and external partners/stakeholders. Provides leadership through effective communication, ethical decision making, and commitment to achieving established goals and objectives, ensuring programs are evidence informed/based, establish return on investment where possible. Fosters a highly effective workplace with strong commitment to staff engagement, mentorship, patient and family centred care, quality and process improvement. Stays abreast of the latest evidence and emerging best practices in the field. Provides leadership through effective communication, ethical decision-making and commitment to achieving established goals and objectives, ensuring outcome measurements and standards are met. Recognizes the opportunity for change and manages the change accordingly. Promotes quality, safety and effectiveness, critical to ensuing the health of the population is promoted and protected.

Master's degree in a health-related field a minimum 5-10 years progressive experience in a leadership role in population health promotion involving management of a large and diverse range of functions, preferably in a health setting including extensive track record in partnership development. Equivalencies of education and experience may be considered. Registration with an appropriate Alberta Regulated Health profession if applicable. Demonstrate a clear pattern of professional and personal development and possess a record of accomplishment in: Progressive senior leadership experience in a health environment, including 5 years' experience in a management or director role in population health. Demonstrated skills in health promotion/prevention. Strategic thinking, considering long-term goals assessing options and implications; effectively use conceptual/analytical skills to interpret, analyze, consolidate and determine strategy.

Effective communicator, strong organizational skills, client-focused orientation and commitment to providing quality services. Demonstrated skills in report writing for various target audiences. Comfortable with decision-making responsibilities, coaching/teaching and to inspire/build confidence in others. Manage change and create innovative solutions for complex/diverse issues. Manage human, financial and physical resources in a changing environment. Practical experience in strategy, policy development, leadership, change management and project/program management. Demonstrated application of business planning, population needs based approach modeling concepts, and program and project management theories, principles and practices. Advanced knowledge/experience with provincial, zone and gov't engagement and knowledge of appropriate Indigenous engagement and perspectives. Proven ability to foster partnerships and to achieve organizational goals within a large, diverse organization and managing within a unionized sector. Ability to foster a climate of cooperation amongst and builds solid relationships with public agencies, gov't, boards, committees and other partners.

PhD not required but is an asset.
