Directly reporting to the Senior Manager, Operational Airworthiness and Compliance, this position will have overall responsibility and accountability to ensure Air Canada Maintenance Receiving Inspection (RI) and program is effective and mitigates safety, compliance and quality risks in reference to aeronautical products, parts and major sub-assemblies (Engines, Landing Gear, Flight controls etc.) destined for installation on Air Canada’s aircrafts. The incumbent will ensure the RI program meets CAR 571.07, 571.08. 571.09, 571.13, 573.08 and 573.10 requirements, Airworthiness requirements as well as Air Canada MCM and MPM policies, processes and standards.

As part of the Receiving Inspection program, the Manager of RI will continuously update training to meet new standards and create metrics which ensure effectiveness, key processes adherence and distribution of RI Inspectors across the Air Canada system. Oversight responsibilities include drop shipped parts, Airframe Maintenance, Component Maintenance and Engine Maintenance RI standards, processes and compliance.

Responsibilities:

  • Liaise with ACM business unit leadership (Supply Chain Management (SCM), Engines, Airframe Components, Line Maintenance) to continuously improve receiving inspection standards and processes.
  • Oversee the Receiving Inspection training and qualification program, drive improvements and strategy implementation, and approve revisions to the program as required.
  • Provide ACM business units with guidance, standards and decisions on Aeronautical product Certification.
  • Ensure that the Receiving Inspection program is well documented in the Maintenance Control Manual (MCM) and the Maintenance Policy Manual (MPM )as part of the Transport Canada Approved Quality Assurance Program.
  • Responsible for highlighting Safety, Quality and Compliance risks related to the Receiving Inspection Program.
  • Implement and monitor RI program metrics for Compliance, Safety, Quality (Items in the quarantine, Quality Escapes, RI lag times, each ACM base RI inspection performance.
  • Benchmark other airlines and AMO’s best demonstrated practices for RI, RI Training and RI effectiveness.
  • Ensure stakeholders (internal and external) are aware of and adhere to Transport Canada Advisory Circular AC571-024 (Required Certification for Aeronautical Products).
  • Ensure Aircraft On Ground (AOG) sourcing of components and major sub-assemblies comply with applicable Transport Canada and Airworthiness Standards and do not put Air Canada’s operation at risk.
  • Ensure through the RI program that Aeronautical Products received at Air Canada for installation on Air Canada aircraft meet all Airworthiness Directives, Airworthiness Limitations, Regulatory requirements and applicable Air Canada work scope instructions.
  • Supervising and supporting the Logistics - Process Auditors providing guidance on the sampled processes/tasks and reviewing sampled results;
  • Following up on with Logistics and other groups on Findings and Actions resulting from Safety Reports, Internal and External Audits and Process Audits related to Receiving Inspection and related policies, processes and standards.

Qualifications

  • Minimum of 5 years of experience in a Receiving Inspection or equivalent program.
  • Knowledge of CAR’s and Certification standards relating to Aeronautical Products.
  • Understanding of Airworthiness Directives, Airworthiness Limitations, Service Bulletins and workshopping requirements for aeronautical products.
  • Understanding of foreign regulatory authority certification requirements and associated Transport Canada Bilateral and technical arrangements.
  • Knowledge and high skill level in TRAX relating to part and product set up and receiving inspection.
  • Knowledge of MS Office, intermediate level in EXCEL, Word, PowerPoint, and Outlook a requirement
  • Self motivated team player
  • Experience in team building and managing teams
  • Excellent communication and interpersonnel skills
  • Ability and experience in managing multiple projects
  • Good financial acumen regarding budgeting and forecasting
  • Strong communication skills in English and French (oral and written)
  • Knowledge of the CARs related to RI as well as training and qualifications
  • Experience in working with an LMS (Learning Management System) at an administrative level an asset
  • Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
