The Manager, Document Authoring & Distribution administers the document production, change management, records management, document distribution and archive functions for the Flight Operations branch and other Customer Branches across the Operations Group.

The Manager, Document Authoring & Distribution oversees the team of Document Managers to ensure conformance with policies and processes as defined in the Air Canada Corporate Document Management Manual (CDRMM) as well as compliance with Transport Canada Regulations and Policy Guidance and IOSA Standards for Document Management.

The Manager, Document Authoring & Distribution is responsible for the development, implementation, and maintenance of processes for the distribution and tracking of documents and pilot communications through electronic media and paper libraries within prescribed time for completion.

Responsibilities:

  • Develop, implement, and audit common processes for working within the capabilities Corporate Document Management system. Maintain auditable history for all content revisions.
  • Establish processes and methods to electronically retrieve, store and archive all OEM source technical documentation data.
  • Develop, implement, and maintain the processes and procedures that facilitate the Document Managers incorporating associated applicable source, such as OEM, documentation.
  • Establish and manage team of Document Managers in processing document content change requests and ensure complete tacking and control of all requested/required changes. Establish work prioritization based on operational requirements.
  • Monitor and review compliance with established document change management workflow processes. Recommend optimization improvements where applicable. Coordinate with document owners.
  • Develop standards for document authoring that favors consistency in authoring and publishing, to paper and electronic media, across all technical documents, publications, and Company Manuals.
  • Establish and elevate best practices with regards to capabilities of the Corporate Document Management system to ensure change awareness and alignment of downstream associated information in other documents.
  • Ensure that applicable publications are drafted, reviewed, published, and distributed within the allotted timelines and made available to affected employees as applicable.
  • Implement and monitor processes and tools to integrate and track the installation of aircraft library updates as part of the overall document revision process. Ensure each aircraft receives required documentation updates within the prescribed timelines agreed to with Transport Canada. Coordinate alternative solutions for aircraft that are returning to service after lengthy MRO visits.
  • Develop and maintain process for receiving, preparing, delivering, and tracking of communication bulletins and information notices. This includes operationally critical communications as, and when, required.
  • Manage a team consisting of management and IAM Clerical members located in YUL, YYZ and YVR.
  • Manage staff training, career development and internal movements.
  • Foster a culture of excellence with respect to technical skills, business development, work ethics, customer service and productive teamwork.

Qualifications

Education:

  • Post-secondary degree or diploma with a focus on Technical Communication, Technical Writing, Document or Knowledge Management.
  • Training in Safety Management Systems is considered an asset.
  • Training in Project Management an asset
  • Training in MS Office, Adobe FrameMaker or other similar Document Production software an asset

Experience/Business Knowledge:

  • Advanced knowledge of Operations-oriented Document Management Systems, and Management philosophies.
  • Strong leadership skills that inspire team confidence and respect while motivating team members in a creative and effective manner.
  • Experience in supporting customers from cross-functional teams.
  • Must be extremely detail-oriented with respect to documentation and communication.
  • Effective problem-solving, interpersonal communication and project management skills.
  • Three (3) years or more of experience in Enterprise-level Document Management or Technical Communications
  • Demonstrated experience with using a Document Management System, Content Management System and Workflow Task Management Engine
  • Advanced experience in managing information and documentation design from conception to production to distribution.
  • Advanced experience working with technical communication data formats (e.g., XML, SGML)
  • Experience liaising with regulatory bodies and submitting regulatory filings for approvals. Regulatory knowledge of Transport Canada, IOSA and industry compliance submissions is preferred.
  • Flexible and adaptable to changing priorities and deadlines.
  • Experience in a management role within a Part 704 or 705 Canadian Air Operator preferred.
  • In-depth knowledge of Transport Canada regulations and Standards (CARS) and/or those from foreign regulatory is preferred.
