The Document Manager provides program support through the management and execution of content editing, integrity, control and distribution functions on documents and publications for the Flight Operations branch and other Customer Branches across the Operations Group.
The Document Manager is responsible to ensure that all publications, and publication records, are maintained and distributed in accordance with Flight Operations Document Management policy and procedures while in compliance with Transport Canada Regulations and Policy Guidance and IOSA Standards for Document Management.
Responsibilities:
- Act as a Subject Matter Expert with regards to specialized content production and editing using specific structures of SGML and XML. Specifically with regards to the various technical data structures delivered by the Aircraft Manufactures.
- Receive and process content and change requests, work with content owners in prioritizing requests to optimize workload to meet operational requirements.
- Ensure manual content is applied correctly per defined XML information types predicated on a basic understanding of Aircraft Systems
- With detailed understanding of the various data structures and content types and standards, interpret the intent of changes identified in the change request and apply appropriate XML tagging, attributes, and metadata.
- Develop and apply, processes for content importing and markup into the Corporate Content Management System
- Accountable for the integrity and change tracking for all document content and source information which may be required for any history validation and/or investigation purposes
- Manage quarterly budgetary reviews with the document Content Owners with regards to printing and distribution requirements to control costs
- Identify, recommend, and apply approved process changes with a focus on efficiency and simplified procedures
- Process and implement technical content changes based on available manufacturer source data. Ensures accuracy and validity of changes applied using appropriate workflow processes and tools
- Coordinate with Document Owner to ensure, content in publications tagged with compliancy references to industry standards (TC CARS, IOSA, etc.) are maintained throughout the revision cycle. Propose corrections as required.
- Ensure Document Owners on each side of manuals with associated content, are aware of changes being introduced and raise alignment change requests as required.
- Download and distribution, where required, of applicable original manufacturer source data and documents in paper and/or electronic format
- Liaise with Flight Technical and other Operations Branch customers to ensure that all publications are produced and distributed within the allotted timelines and made available to all employees as applicable.
- Oversee the installation of Paper Onboard Library content changes for all the aircraft as well as the off-hours support library cabinets located in Toronto, Vancouver, and Montreal
- Provide guidance and support, as necessary, to fellow team members or internal customers on the Document Management processes in effect and/or the tools provided for their use
- Participate in regular team meetings to report on work in progress and anticipated tasks to optimize resource utilization.
Qualifications
Education:
- Minimum High School Graduation Certificate.
- Formal Training in Document Management to be completed within 3 months of appointment Formal Training in SMS to be completed within 3 months of appointment
- Formal Training in Technical Writing an asset
- Formal Training or Practical Experience with XML Schema, Transformation and StyleSheet/CSS design Formal Training in MS, Adobe or other similar Document Production software an asset
Linguistic Requirements:
- Excellent written or oral communications skills in English. Bilingualism in both English and French is an asset.
Experience/Business Knowledge:
- Preferred but not mandatory to have or have held a management position (within an operational branch) within a Part 704 or Part 705 Canadian Air Operator.
- Experience within a Canadian Air Operation governed by the Canadian Air Regulations (CARs).
- Aviation experience shall include in depth knowledge of daily airline/airport operating procedures and interdependence. In depth expertise (3 years of experience) within a Canadian Air Operator. Preference to Part 704/705 Commercial Operator experience.
- Advanced technical document design and management, including the use of XSLT/ CSS for outputting XML content to HTML, PDF and EFB-specific formats.
- Range of business industry knowledge required for the position
- Knowledge of Transport Canada regulations and standards (CARs), and
- similar foreign regulatory agency regulations and requirements (e.g., FARs, JAR-Ops);
- International Civil Aviation Organization (ICAO) Standards, Recommended Practices and Applicable Annexes;
- Assets would include: International Air Transport Association (IATA) IOSA requirements and approved practices; Air Canada corporate technical, policy and standard operating procedures; and Star Alliance Best Practices
