BLT is looking for an experienced Chief Estimator to lead our Estimating Team

Tha successful candidate MUST exhibit the following skills and attributes:

  • Must have a car with valid license, insurance
  • Must have at least 5 years of sr. estimator level experience
  • Intimate familiarity with construction of tenant improvement of commercial and residential projects, as well as from ground-up new construction of same
  • Extremely detail oriented with the ability to work in a very fast paced environment 
  • Strong communication and leadership skills
  • Ability to fully, accurately, efficiently and professionally create and review construction project costs for D-A budgets:
    • Creation of budget templates for all construction divisions
    • Knowledge of current material and labour costs
    • Critically review and understand the complete set of drawings
    • Ability to identify and analyze areas within project documents that may be omitted or loosely coordinate, costing for same
    • Manage team of estimators
    • Build new and refine existing bid documents
    • Thoroughly review all bids and provide accurate analysis
    • Perform/manage quantity surveying
    • Reviewing all final estimate packages to ensure accuracy and completeness
    • Strategize and implement alternative means and methods to provide maximum efficiency and economy of projects
  • Scout for and review new bid opportunities
  • Scout for and review new and/or existing sub-contractors
  • Experience with building commercial kitchens
  • Ability to manage Clients, coordinating Consultants, work with all BLT project team members, Sub-Contractors, Governing Parties, Landlord, etc.
  • Fully versed and/or certified in safety requirements
  • Experience using ProCore, MS Office+Project, On Screen Take Off
Job Description



The Chief Estimator coordinates all aspects of estimating BLT projects acting as both Construction Manager and General Contractor. The Chief Estimator will supervise the work of the Estimating Department as a whole. He/She Manages and coordinates the people, software and other resources used to perform the estimating functions. Projects range from fully defined (conventional Bid-Build Projects) to conceptual (alternative procurement such as Design-Build Projects).

The Chief Estimator is the primary member of the estimating team who has overall responsibility for the creation of budgets and estimates. He/She is responsible for the oversight of the estimating process for all projects bid and awarded, and will establish standardized procedures, methods and processes for estimating and training estimating resources in the use of the same. The Chief Estimator will oversee analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis, and assist in oversight of the historical cost database and bid management and estimating software.

 Estimating Specific 

  • Manage a team of estimators including mentoring, training and supporting them through the demanding bid process
  • Assign responsibilities for estimating team on each project
  • Review project plans and specifications and coordinate with team to confirm complete scope
  • Identify risk issues and their order of magnitude
  • Review constructability issues with operational staff
  • Review general conditions, schedule, scopes of work, hoisting plans, site logistics and other exhibits
  • Review and/or manage the review and scoping of specialty contractor bids
  • Prepare instructions to bidders, bid form and other bid solicitation information
  • Manage the solicitation subcontractor and/or supplier information and pricing
  • Maintain and communicate data on construction and material cost trends affecting project costs
  • Perform and/or manage the quantity survey and pricing effort for internal budgets
  • Analyze alternate means and methods to determine the most economical alternative
  • Review all final estimate packages to ensure accuracy and completeness, prior to formal quotation
  • Effectively determine the bid strategies required for the company to be successful as well as plan, coordinate and supervise large projects
  • Manage and administer department functions including operating budgets, staffing, work assignments, and performance evaluations
  • Assist in determining which projects to bid for and the techniques and strategies to produce the most accurate estimate
  • Build effective relationships with customers, design teams, specialty contractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer's expectations
  • Ensure the flow of project information is maintained and documented
  • Participate in the transfer of information on successful projects
  • Process contract drawings and specifications and make sure that the building is built in accordance with these documents
  • Prepare estimate documentation and execute the “bid” process with designated sub trades
  • Ability to prepare Class C Construction Cost Estimate at the end of Schematic Design Phase
  • Ability to prepare Class B Construction Cost Estimate at the end of Design Development Phase
  • Assist Project Manager in preparing a Cash Control Program and prepare a Cash Flow Forecast for the project
  • Update the Class B Construction Cost Estimate at defined inters of Construction Documents completion
  • Prepare a Class A Construction Cost Estimate at the end of the Construction Document Phase
  • Update Cash Flows forecast for the project
  • Develop methods of solicitation for Subcontractors and distribution of addenda
  • Prepare and prequalify criteria for Subcontractors and Suppliers as required by Project Manager
  • Review for completeness and coordinate all bid documents for the solicitation of competitive bids for the work to be performed by subcontractors
  • Prepare competitive analyses of Bids and relate this back to the budget allotted
  • Prepare and update the Construction Cost and cash flow forecasts in accordance with the Project budget
  • Ensure Contract Documents reflect Addendums issued
  • Maintain Trade Tender list by CSI division


  • Meet with Project Managers, Owners and Architects in a professional manner and have the ability to communicate effectively both the concerns and best interests of the company
  • Instil a positive working relationship with the Owner and Architect to encourage repeat business
  • Co-ordinate, manage and communicate with all subcontractors and effectively deal with problems such as delivery, labour, schedule and payment disputes
  • Understand BLT’s Occupational Health and Safety Policies and assist Site Superintendents and Project Managers in the execution of BLT’s policies
  • Maintain a good working knowledge of trade unions, their agreements and stipulations as it relates to pricing of work
